Morgan 6 is seeking a highly organized and detail-oriented IDIQ Contracts Administrator to support the administration and management of the company’s federal contracts portfolio. This role is responsible for overseeing contract life cycle activities, including administration of GSA Schedules, IDIQ/GWAC/BPA/OTA contract vehicles, and coordination with prime contractors and partner portals. 

The Contracts Administrator / IDIQ Manager will ensure contract activities remain compliant, timely, and aligned with Morgan 6’s operational and growth objectives. This position works closely with Business Development, Growth, Program Management, Finance, and Executive Leadership to support contract performance, proposal efforts, and compliance with federal regulations. 


GSA Schedule Management and Compliance

  • Administer Morgan 6 GSA Schedule contracts, including new offers, contract modifications, scope updates, pricing updates, SIN management, and contract extensions.
  • Ensure compliance with GSA requirements including pricing integrity, commercial sales practices, and contract terms. Manage required reporting, including GSA sales reporting, Industrial Funding Fee (IFF) remittance, and responses to data calls or audits.

IDIQ / GWAC / BPA Contract Vehicle Management

  • Manage the full lifecycle of assigned IDIQ, GWAC, BPA, and OTA vehicles (e.g., MDA SHIELD, OASIS+, GSA MAS, Seaport NXG, customer-specific IDIQs, and OTAs) from award or on-ramp through task order closeout. 
  • Maintain and interpret ordering guides, contract ceilings, CLIN structures, and contract-specific rules and procedures for task order competitions. 
  • Track task order pipelines, awards, funding levels, and key contract milestones while providing visibility and reporting updates to leadership and program managers. 
  • Coordinate with Morgan 6 Growth and Operations teams, vendors, and partners to respond to RFIs, RFQs, Task Order Requests (TORs), and Delivery Orders (DOs). 
  • Support onboarding and maintenance of Pools, Categories, NAICS codes, and functional areas under existing IDIQ and GWAC contract vehicles. 
  • Assist with capture and preparation efforts related to new GWACs, IDIQs, and contract vehicles. 

Prime Contractor and Partner Portal Management

  • Serve as the contracts focal point for prime contractor portals, vendor/partner portals, and IDIQ management systems. 
  • Maintain company profiles, registrations, qualifications, compliance documentation, and capability information within partner portals. 
  • Serve as the primary coordination point for vendor and teaming partner communications on new business opportunities. 
  • Monitor portals and contract dashboards for relevant opportunities and coordinate with the Growth team on opportunity vetting. 
  • Ensure partner and opportunity response data remains accurate, compliant, and current. 

Proposal and Task Order Support

  • Support proposal development for task orders under GSA, MDA, Navy Seaport, and other IDIQ/OTA contract vehicles. 
  • Review solicitations, amendments, and Q&A documentation to identify compliance requirements. 
  • Develop and maintain compliance matrices for contract and solicitation requirements and flow down relevant provisions to internal stakeholders and teaming partners. 
  • Prepare and review contractual sections of proposals including representations and certifications, exceptions, contractual narratives, and compliance documentation. 
  • Coordinate proposal team efforts with internal staff and external teaming partners. 

Contract Administration and Performance Support

  • Maintain accurate contract files to support audits and internal compliance reviews. 
  • Track key contract dates including option periods, periods of performance, funding levels, and deliverable deadlines.
  • Support program managers with contract modifications, deliverables, and reporting obligations.
  • Assist with contract and task order closeout activities.

Compliance and Regulatory Oversight

  • Ensure compliance with applicable regulations including FAR, DFARS, and agency supplements
  • Support internal compliance with small business regulations, including limitations on subcontracting and subcontract reporting.
  • Coordinate with leadership, security, and IT on contract-driven compliance requirements such as CUI handling and cybersecurity requirements.

Coordination with Finance and Operations

  • Work with finance and accounting to ensure alignment with funding profiles, billing terms, and invoicing requirements.
  • Provide contract-related input to pricing strategies and cost narratives during proposal development. 
  • Support financial and administrative close-out of contracts and task orders.
Requirements
  • Bachelor’s degree in Business, Finance, Public Administration, or a related field, or equivalent relevant experience. 
  • Minimum 5 years of experience in federal contract administration with a government contractor, including experience supporting IDIQ contracts and task orders. 
  • Experience administering GSA Multiple Award Schedule (MAS) contracts, including contract modifications, pricing updates, SIN management, and reporting.
  • Experience managing IDIQ, GWAC, BPA, or other multi-award contract vehicles, including task order administration and lifecycle management. 
  • Experience coordinating task order solicitations such as RFQs, RFIs, TORs, or Delivery Orders under federal contract vehicles. 
  • Working knowledge of Federal Acquisition Regulation (FAR), DFARS, and federal procurement processes. 
  • Experience supporting federal proposal development and task order submissions, including reviewing solicitations and coordinating proposal inputs. 
  • Experience managing vendor and teaming partner coordination, including working with subcontractors and proposal teams. 
  • Experience accessing and managing government acquisition platforms, contract dashboards, and vendor portals. 
  • Strong proficiency in Microsoft Word and Excel. 
  • Excellent organizational skills with the ability to manage multiple priorities, deadlines, and contract actions simultaneously. 

Preferred

  • Experience supporting capture activities for new contract vehicles, including GWACs, IDIQs, or OTAs. 
  • Experience onboarding and managing Pools, Categories, NAICS codes, or contract sections within existing GWAC or IDIQ vehicles. 
  • Experience working with prime contractor vendor portals and IDIQ management platforms. 
  • Formal training or certification in Shipley or APMP Business Development and Capture Management methodologies. 
  • Professional certifications related to federal contract management such as NCMA CPCM, CFCM, or equivalent.

Competitive Compensation & Benefits

Compensation varies based on factors such as location, experience, and skill set. For positions based in California, Colorado, D.C., Maryland, New York, or Washington, the salary range is $70,000 – $110,000 (if annualized).
