LEASING REPRESENTATIVE POSITION
The Leasing Representative conducts technical rental unit inspections and wide range of administrative, leasing and housing location services to ensure compliance and the overall success of HACSB’s Housing Choice Voucher Program. This role is ideal for a proactive, detail-oriented professional with strong interpersonal skills, inspection experience and an understanding of the local rental market and community resources.The Leasing Representative conducts technical rental unit inspections and wide range of administrative, leasing and housing location services to ensure compliance and the overall success of HACSB’s Housing Choice Voucher Program. This role is ideal for a proactive, detail-oriented professional with strong interpersonal skills, inspection experience and an understanding of the local rental market and community resources.
Key Responsibilities Include:
- Performs full-range and variety of routine and non-routine technical duties related to the promotion and lease-up of the Section 8 Housing Choice Voucher (HCV) Program.
- Schedules and conducts move-in, annual, and Housing Quality Standard (HQS) inspections to ensure consistent application of HUD and Authority requirements; maintains inspection files and prepares inspection reports.
- Assists applicants with locating and securing permanent quality housing; provides information to voucher holders; performs outreach to landlords; schedules site visits; and processes required documentation and moving activities.
- Negotiates initial rents and rent increases with landlords in accordance with payment standards and rent reasonableness guidelines.
- Assists with the development and implementation of strategies to market the Section 8 HCV Program and successfully achieve leasing goals.
- Assists with the outreach and promotion of the Section 8 HCV Program to the community and landlords; works with staff to coordinate community and special events. Serves as a liaison to landlords, providing information and technical support on programs requirements, local rental laws, lease compliance and landlord incentive initiatives. Conducts informational presentations for new landlords and property managers.
- Composes and processes a variety of documents including general correspondence and contractual agreements.
- Maintains accurate and detailed records and files; updates information, researches discrepancies, and performs data entry; maintains documentation for leasing and inspection activities.
- Provides courteous and professional communication and information to applicants, participants, landlords, and the public.
- Performs other related duties as assigned.
Successful applicants will possess the following qualifications:
- Principles and techniques for conducting inspections of housing units;
- Familiarity with local rental/real estate market and knowledge of basic housing code requirements;
- Knowledge of available community and social service programs and resources;
- Knowledge of management information systems/computer operations;
- Good mathematic skills;
- Ability to understand, interpret and apply applicable subsidized housing program rules and regulations as well as HUD Housing Quality Standards and related codes;
- Ability to work independently, set priorities and meet deadlines and exercise sound judgement;
- Excellent verbal and written communication, mediation, collaboration and customer service skills;
- Ability to maintain excellent rapport with colleagues, clients, landlords and Agency contacts; and
- Proof of legal right to drive in CA and DMV driving record in good standing that meets HACSB’s insurability requirements is required.

Compensation and Benefits
