The Program Manager, Community Resource Coordination oversees community navigation programming at Catholic Charities, connecting adults, adolescents, children, and families to resources that promote stability and self-sufficiency. This role serves a variety of populations in both urban and rural communities, including oversight of community navigation and refugee intensive case management. Under the direction of the Director of Programs, this role provides leadership of the program including fiscal management, funding development, administration, staffing, and quality improvement. This position collaborates with program staff to ensure integrated, client-centered services. The Program Manager, Community Resource Coordination supports program growth, evaluation, and accreditation aligned with Catholic Charities mission, vision, and strategic initiatives.

Key Responsibilities
- Oversee daily operations of the community resource team, providing guidance, leadership and direct support in all aspects of program.
- Monitor the delivery of core services to ensure compliance with all program standards and grant requirements.
- Perform assessment of need for clients and provide applicable referrals and support.
- Attend continuum of care and other community meetings to strengthen partnerships.
- Collaborate with surrounding agencies to ensure smooth transitions, providing open communication about current openings, barriers to care, and other client needs.
- Maintain online databases with accurate and up-to-date case records, documenting client interactions, and progress. Properly utilize available database tools. Maintain absolute confidentiality of information, written or verbal, according to policy and legal requirements.
- Develop and maintain working relationships with other community-based organizations for the purposes of advocacy, education, resource development and public relations. Make presentations and conduct advocacy on issues relevant to the community.
- Develop, implement, and modify service plans with individuals, families, and ancillary service providers. Monitor and assess clients’ progress towards identified goals and make recommendations.
- Develop and maintain policies and procedures as it pertains to position. Ensure program compliance and adherence to standards.
- Oversee budget and approve expenses, ensuring costs are maintained within allocated budgets.
- Oversee the recruitment, hiring, and training of the Community Resource Coordination team. Direct work assignments and determine priorities. Support team development and performance, including training, evaluations, and corrective actions.
- Participate in the development and writing of grant proposals in support of the work of programming.
- Bachelor’s Degree in Human Services, Social Work, Public Health, or related field; 3-5 years related job experience and/or training; or equivalent combination of education and experience.
- Solid knowledge of human and social service programs and practices, including familiarity with needs and resources in the community.
- Experience working with vulnerable populations preferred.
- Excellent verbal and written communication skills. Ability to effectively present information and respond professionally to inquiries from clients, regulatory agencies, and members of the community.
- Excellent interpersonal skills. Ability to establish and maintain effective working relationships with a wide variety of people having diverse social concerns and problems, while maintaining personal boundaries. Ability to use good judgment in handling various personalities, cultural backgrounds, personal practices or beliefs and different age groups.
- Strong organizational skills with the ability to manage multiple tasks and prioritize effectively.
- Ability to organize and prioritize work assignments while dealing with a constant influx of problems and interruptions.
- Demonstrates initiative and creativity in the identification of solutions to problems.
- Proficiency in Microsoft Office Suite and related software. Ability to learn program specific software applications.
- Ability to communicate effectively and diplomatically in a multi-cultural setting and with individuals of varying English language proficiency.
- International work or study experience; bilingual/multilingual abilities a plus.
Additional Expectations
- Travel within our service area required on a regular basis. Must have a valid driver’s license and be able to successfully pass Motor Vehicle Record check. Must provide own transportation, meeting auto insurance coverage requirements, with mileage reimbursement provided.
- Ability to pass a criminal background screening, including Child and Dependent Adult Abuse registry check is required. Compliance with Safe Environment training and monthly bulletins.
- Must maintain absolute confidentiality of information, written or verbal, according to policy and legal requirements.
- Attend staff meetings, community meetings, approved seminars, agency trainings/retreats, and professional conferences.
