 JOB SUMMARY:   The HR Administrative Manager provides oversight of daily administrative processes, ensuring efficient delivery of new employee orientation and onboarding administrative functions, and the accuracy and maintenance of personnel files and other confidential employee information. The person in this role will manage agency-wide HR services, projects and compliance programs.


Supervisory Responsibility: Provides administrative supervision of up to 5 FTEs.


ESSENTIAL DUTIES and RESPONSIBILITIES: 

  • Direct and oversee administrative functions in the human resources department.
  • Provide leadership and staff supervision of HR assistants which includes recruiting, staffing, hiring, performance evaluation, employee discipline, training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
  • Develop, recommend, implement and evaluate methods to improve HR administrative protocols. Engage with auditors on any compliance or other human resources policies or processes.
  • Oversee the transition of paper HR-related files to electronic files. 
  • Create a processes and procedures manual for the HR Assistant team.
  • Supervise the coordination of high-volume new hire onboarding with accuracy in a fastpaced environment.
  • Act as the agency administrator for the E-Verify system. 
  • Conduct internal audits of E-Verify and ensure that the agency is in compliance. 
  • Track expiration of immigration documents in CHRIS.
  • Oversee the biannual background check program and annual Medicaid exclusion verifications for all staff.
  • Reconcile the health assessment vendor monthly invoice and create an import for the invoice in the RegLogic procurement system. 
  • Oversee clearance and credentialing for all Programs and implement efficient methods to track expired clearances. 
  • Oversee the annual upload of contract deliverables for HHS. 
  • Review documentation and process backgrounds for independent contractors prior to sending contract to COO for final approval. 
  • Review and provide feedback for contract renewals of programs. 
  • Develop and implement procedures for maintenance and security of personnel records and new hire onboarding documents. Ensure the security of personnel file folders removed from the HR departments for audit and compliance reviews.
  • Maintain confidentiality of sensitive HR information. 
  • Act as primary point of contact for designated HR vendors, e.g., health assessment vendors, background check vendors.
  • Initiate, coordinate and/or oversee implementation of HR special projects and events (programs (i.e., employee service awards, Christmas party, Spirituality retreat program fair, etc.).
  • Manage or perform other duties as assigned.
Requirements

 EDUCATION and EXPERIENCE: 

  • Bachelor's degree in business administration, human resources or related discipline.
  • 3 years of administrative or office management experience, preferably in the human resources field. 
  • 1 years of supervisory experience. 
  • Driving is required. Must have valid local driver’s license and clean driving record. 
  • Proficient computer skills including Outlook, Word, Excel, and SharePoint.

Work Schedule: Monday - Friday, 9:00 AM - 5:00 PM

Salary Description
$76,921 Yearly
