Description

Position Summary

The Civil Estimator is responsible for preparing accurate and competitive estimates for heavy civil construction projects. This role requires extensive experience performing detailed quantity takeoffs, evaluating subcontractor bids, and developing complete project cost estimates for sitework, earthwork, underground utilities, grading, and infrastructure projects.

The ideal candidate will have significant bid experience, managing multiple bids simultaneously and preparing estimates for both private and public sector projects.


Key Responsibilities

Bid Preparation & Estimating

  • Review project plans, specifications, bid documents, and contract requirements to determine project scope.
  • Perform detailed quantity takeoffs for:
  • Earthwork and excavation
  • Site grading and stabilization
  • Underground utilities (storm, sanitary, water)
  • Drainage and stormwater systems
  • Roadways and access roads
  • Concrete structures and foundations
  • Clearing and site preparation
  • Prepare accurate cost estimates including labor, equipment, materials, subcontractors, trucking, and disposal.

Heavy Bid Experience

  • Prepare and manage high-volume bid submissions for public and private heavy civil projects.
  • Manage multiple bids simultaneously while meeting strict bid deadlines.
  • Develop detailed bid summaries and cost breakdowns.
  • Analyze historical production rates and job cost data to improve estimate accuracy.
  • Identify potential project risks and develop contingency strategies.

Subcontractor & Vendor Coordination

  • Solicit and review subcontractor and supplier quotes.
  • Evaluate subcontractor proposals for scope completeness and cost competitiveness.
  • Maintain relationships with subcontractors, suppliers, and vendors to obtain competitive pricing.

Preconstruction Coordination

  • Participate in pre-bid meetings and site visits.
  • Coordinate with project management and field staff to verify constructability and logistics.
  • Assist with project handoff meetings following successful bids.

Data Management

  • Maintain cost databases, unit pricing, and production rate history.
  • Track bid results and analyze performance to improve future estimates.


Requirements
  • Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
  • 5+ years of estimating experience in heavy civil construction.
  • Extensive bid experience including public bid work and competitive bid environments.
  • Strong knowledge of:
  • Earthwork and mass grading
  • Utility installation
  • Stormwater systems
  • Civil infrastructure construction
  • Experience with estimating and takeoff software.
  • Strong analytical, mathematical, and organizational skills.
  • Ability to manage multiple deadlines in a fast-paced bidding environment.
