Summary/Position Objectives:
This position reports to the HEDIS Outreach Manager and functions as a senior individual contributor responsible for the oversight, coordination, and continuous improvement of HEDIS outreach operations. The role exercises independent judgment in managing outreach vendor performance, and training frameworks to ensure regulatory compliance and achievement of quality outcomes. The position focuses on program effectiveness, operational standards, and performance optimization with secondary responsibilities of routine execution of outreach activities.

Responsibilities:
- Oversee the coordination and operational standards of HEDIS outreach initiatives to ensure alignment with regulatory and contractual requirements.
- Establishes outreach workflows, processes, and priorities consistent with organizational goals and approved quality strategies.
- Evaluates outreach effectiveness and recommends operational improvements to leadership.
- Exercises independent judgment to prioritize initiatives and address operational risks or performance barriers.
- Serves as a subject-matter expert on HEDIS outreach operations and provides consultation to internal stakeholders.
- Acts as the primary operational liaison for outreach vendors, including review of performance reports and approval of deliverables within established parameters.
- Recommend corrective actions or enhancements related to vendor performance or outreach tools.
- Designs, implements, and evaluates standardized training materials and operational resources for HEDIS outreach activities.
- Establishes onboarding and education frameworks to support consistency and regulatory compliance.
- Reviews outreach data and reports to monitor trends, effectiveness, and opportunities for improvement.
- Position requires travel to events or offices 10-25%, once a week.
Knowledge and Skills:
- Ability to prioritize multiple tasks.
- Effective oral and written communication skills.
- Proficiency in use of Microsoft Office Suite application software. Proficient use includes extensive operational use of excel to configure and analyze data for reporting.
- Effective problem-solving skills to procure data and information
- Knowledge of geographical/cultural landscapes throughout the state of Maryland
Education and Work Experience:
- Minimum 6 years’ recent and related health care outreach and/or health education experience. Preferred related experience with HEDIS activities.
- High school diploma or equivalent required.
- Associate or bachelor’s degree in public health, health administration, or a related field preferred.
- Equivalent combination of education and relevant experience will be considered.
- Must possess a valid Driver’s License
- Must have reliable transportation.
