Concept Solutions is seeking a highly skilled Cloud Program Manager – Subject Matter Expert (SME) to serve as the team lead on a federal IT program supporting a federal customer. This fully remote role is the primary interface between our delivery team and the government. The program operates in a dynamic, mission-critical environment where cross-functional technical teams work closely with federal stakeholders to deliver secure, efficient, and resilient cloud hosting infrastructure in support of the nation’s civil aviation system.  This position is contingent upon contract award.      

  • Location: Remote (Availability required during FAA core hours, 9:30 AM – 2:30 PM ET; occasional travel to Washington, DC)
  • Clearance Requirement: Must be able to obtain and maintain a federal background investigation at the Moderate Risk level (no active clearance required)

The Cloud Program Manager – SME serves as the senior program management and cloud strategy leader responsible for overseeing all contractor efforts across multiple tasks. This individual brings deep expertise in cloud-based program delivery, multi-cloud strategy, and federal acquisition environments, and ensures that all work is executed on schedule, within budget, and in alignment with agency’s mission and enterprise IT standards. The role demands equal fluency in technical cloud concepts, financial oversight, risk management, and senior stakeholder communication.


• Serve as the primary point of contact and senior interface between the contractor team and government, ensuring clear, timely, and effective communication across all program activities.

• Deliver comprehensive program management services for planning, managing, implementing, and executing all efforts under the Task Order, including transition phase-in, ongoing performance, and phase-out.

• Establish and operate a contractor-site Program Management Office (PMO), ensuring sufficient resources are available and that all subcontractor and team member activities comply with task order requirements.

• Lead the development and annual update of the Quality Control Plan (QCP), ensuring alignment with the Government’s Quality Assurance Surveillance Plan (QASP) and customer performance standards.

• Oversee and coordinate a 60-day transition phase-in, ensuring an orderly transfer from the incumbent contractor and timely onboarding of all personnel in accordance with customer suitability requirements.

• Prepare and submit Monthly Status Reports (MSRs), Monthly Financial Reports (MFRs), and invoices in accordance with customer templates and IDIQ requirements, with full labor category, hours, and financial detail.

• Conduct quarterly Program Management Reviews (PMRs) with the Contracting Officer’s Representative (COR) and Technical Point of Contact (TPOC), including preparation of briefing materials and post-meeting reports.

• Coordinate and document all program meetings, including preparation and distribution of meeting minutes within five (5) business days as requested by the Government.

• Serve as a subject matter expert in cloud strategy, cloud migration assessments and roadmaps, cloud infrastructure and engineering, and cloud managed services, ensuring alignment with the customer’s enterprise IT standards and industry best practices.

• Champion the adoption and expansion of cloud services across customer Lines of Business, coordinating with the Cloud Center of Excellence (CCoE) and engaging new and existing customers to facilitate onboarding and solution implementation.

• Define and manage program resources and schedules, ensuring timely delivery of all project milestones and proactively identifying and mitigating risks to program performance.

• Evaluate current processes and procedures on an ongoing basis to identify opportunities for automation, efficiency improvements, and cost avoidance across the customer’s multi-cloud environment.

• Manage T&M surge support requests and track hours and expenditures across all CLINs, ensuring the contractor does not exceed funded amounts without written authorization.

• Maintain availability for consultation in person or via telephone with the Government during customer core hours of 9:30 AM to 2:30 PM Eastern Time, Monday through Friday, excluding federal holidays.


Requirements

 

• Education: Bachelor’s degree in science, technology, engineering, mathematics, or a related discipline is required. Master’s degree or Ph.D. in STEM or a related discipline is preferred.

• Cloud Program Management Experience: Minimum of ten (10) years of relevant experience, with at least five (5) years of experience providing technical and/or management leadership specifically on cloud-based programs, including oversight of multi-cloud or hybrid cloud environments.

• Federal IT Program Management Experience: Demonstrated experience managing federal IT contracts, including familiarity with federal acquisition frameworks, deliverable reporting requirements, and government COR/CO communication protocols. 

• Project Management Certification (Required): Project Management Professional (PMP) certification or equivalent project/program management certification is required. Program Management Professional (PgMP) certification is strongly preferred.

• Cloud Strategy and Architecture Knowledge: Broad knowledge of major cloud service providers (AWS, Microsoft Azure, Google Cloud Platform, IBM Cloud, and Oracle Cloud Infrastructure) and cloud service models including IaaS and PaaS. Familiarity with FedRAMP-certified cloud environments and federal cloud security standards.

• Financial Management Acumen: Experience overseeing program financials including burn rate tracking, invoicing, budget projections, and expenditure reporting. Familiarity with federal financial management tools and cost control in a Level-of-Effort (LOE) contract environment is highly desirable.

• Communication and Stakeholder Engagement: Excellent verbal and written communication skills, with a demonstrated ability to present complex technical and programmatic information to senior federal stakeholders. Experience facilitating formal program reviews, status briefings, and executive-level reporting.

• Risk Management: Proven ability to identify program risks, develop mitigation strategies, and proactively resolve issues before they impact schedule, cost, or performance quality.

• Tools and Systems Proficiency: Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project), SharePoint, and Adobe. Familiarity with federal acquisition and reporting tools (e.g., PRISM, ICAT) is a plus.

• Security Requirement: Must be eligible to complete a federal background investigation at the Moderate Risk level. Active clearance is not required; however, candidates must have no disqualifying factors.


Compensation: $170K to $180K
