Grey Street Consulting, LLC (Grey Street), a leading small business provider of acquisition support services to Federal civilian and defense agencies, is seeking to hire a Contract Management Support Subject Matter Expert (SME) to support our potential client within the Federal Retirement Thrift Investment Board (FRTIB), Office of the Chief Financial Officer (OCFO), Acquisition Management Division (AMD). The position is fully remote. This is a contingent position pending contract award.
Essential Duties and Responsibilities
- Provide optional contract specialist (1102) support to the Acquisition Management Division (AMD) across the full contracting lifecycle, including pre-award, source selection, award, and post-award activities (exercised at the Government’s discretion).
- Assist with procurement planning, development of acquisition strategies, solicitations, source selection plans, and evaluation documentation.
- Conduct market analyses, support source selection evaluation teams (non-voting member), and prepare draft award documents, negotiation memoranda, and debriefings.
- Support post-award contract administration, including preparation of modifications, delivery orders, invoice review and certification recommendations, funding tracking, cost/price analysis, and variance reporting.
- Maintain contract files, schedules, and documentation; track ceilings, funding, and undefinitized contract actions.
- Provide recommendations on contracting processes, improvements, and issue resolution to support approximately 100–150 contract actions per year.
Job Requirements and Experience
- Bachelor’s degree from an accredited college or university (or at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management).
- Must possess FAC-C Professional (Legacy Level III) certification or DAWIA equivalent with a minimum of five (5) years of federal contracting experience.
- Demonstrated expertise supporting the full acquisition lifecycle (pre-award through post-award) in a federal environment.
- Strong knowledge of FAR, agency-specific supplements, and federal contracting best practices.
- Experience with source selection, cost/price analysis, contract modifications, and invoice processing.
- Excellent written and oral communication skills with the ability to draft clear, compliant acquisition documentation.
- Prior 1102 contract specialist experience preferred.

- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
