Description

Loch Harbour Group, Inc. is seeking a Program Manager to support a high-visibility program. This role is responsible for designing, implementing, and maintaining knowledge management (KM) strategies, tools, and processes that enhance information sharing, collaboration, and operational efficiency across the organization.


The ideal candidate will have experience supporting DoD or Navy environments, with strong capabilities in content management, process improvement, and collaboration platforms such as SharePoint and Confluence.


Key Responsibilities

  • Develop and implement knowledge management strategies, policies, and procedures 
  • Design, organize, and maintain knowledge repositories (SharePoint, Confluence, etc.) 
  • Establish taxonomy, metadata, and content governance standards 
  • Facilitate knowledge capture from SMEs, leadership, and project teams 
  • Create and maintain SOPs, user guides, and training materials 
  • Support collaboration across cross-functional teams and stakeholders 
  • Analyze and improve knowledge-sharing processes and workflows 
  • Ensure information accuracy, accessibility, and compliance with DoD standards 
  • Provide user training and support for KM tools and platforms 
  • Track and report on KM effectiveness and usage metrics 


Requirements

Education

  •  Bachelor’s Degree in Engineering or Business    

Required Qualifications

  • 10 years of program management experience
  • Experience supporting DoD or federal government environments 
  • U.S. Citizenship required 

Preferred Qualifications

  • 20+ years of management experience with the Department of Defense (DoD)
  • Programmatic, Administrative, Financial, Information Technology tasks/support experience
  • Post-graduate degree in a technical or management related area
  • Project Management Professional (PMP) certification and/or DAWIA Level III 
  • Certification in Program Management

Required Qualifications

  • Active Secret Security Clearance
  • Ability to work onsite in San Diego, CA
