Job Summary

The Learning and Development Specialist is responsible for designing, implementing, coordinating, and evaluating learning and development programs that support employee performance, organizational objectives, and regulatory compliance across LACENTA.

This position partners closely with department leaders, managers, Human Resources, and other stakeholders to identify training needs, develop department-specific and organization-wide learning solutions, and ensure employees receive the knowledge and resources necessary to perform their roles effectively and in accordance with applicable laws, regulations, organizational policies, and industry standards.

The Learning and Development Specialist will oversee training initiatives from needs assessment and development through implementation, completion tracking, evaluation, and continuous improvement. This position will also support compliance training programs and maintain accurate training records to promote organizational readiness and accountability.


Essential Duties and Responsibilities

Learning & Development

  • Develop, implement, and maintain a comprehensive learning and development strategy aligned with organizational goals and the needs of various departments.
  • Assess organizational, departmental, and role-specific training needs through collaboration with department leaders, managers, employee feedback, performance trends, and other available data.
  • Design, organize, and facilitate engaging instructor-led training sessions, workshops, orientations, refresher training, and eLearning programs.
  • Develop and maintain training programs that support employee onboarding, role-specific competencies, professional development, operational procedures, and ongoing employee education.
  • Partner with department leaders to identify knowledge or performance gaps and develop appropriate learning solutions.
  • Develop training plans, learning objectives, curricula, lesson plans, presentations, job aids, guides, assessments, and other educational resources.
  • Maintain and regularly update training materials to ensure content remains accurate, relevant, accessible, and aligned with organizational standards.
  • Coordinate recurring and required training programs across multiple departments and clinic locations.
  • Support the development of career development and continuing education opportunities as appropriate.
  • Promote employee engagement and participation in learning initiatives through effective communication and accessible training resources.

Compliance Training & Regulatory Education

  • Develop, coordinate, and maintain compliance training programs in alignment with applicable federal, state, and local laws, regulations, organizational policies, and industry standards.
  • Support mandatory training initiatives related to topics such as workplace safety, OSHA requirements, HIPAA, confidentiality, harassment prevention, discrimination, ethics, data protection, and other applicable compliance requirements.
  • Partner with Human Resources and organizational leadership to identify required training based on changes to laws, regulations, policies, procedures, or organizational needs.
  • Monitor changes in applicable regulatory and compliance requirements and coordinate updates to training materials and programs as needed.
  • Ensure employees receive appropriate compliance education and understand their responsibilities within their respective roles.
  • Maintain accurate documentation of required training assignments, completion status, certifications, and other applicable training records.
  • Conduct periodic audits of training records to identify outstanding, overdue, or incomplete requirements.
  • Provide appropriate follow-up and escalation regarding outstanding mandatory training.
  • Support leadership and Human Resources in preparing training documentation for internal reviews, audits, or other compliance-related needs.

Training Administration & Learning Systems

  • Manage and maintain training assignments, curricula, completion records, and employee learning information within applicable learning management systems (LMS) and other training platforms.
  • Ensure training records are accurate, current, and appropriately documented.
  • Monitor training completion rates and identify trends, gaps, and recurring areas requiring additional attention.
  • Develop and maintain standardized processes for assigning, tracking, documenting, and reporting training requirements.
  • Coordinate training schedules across departments and clinic locations while minimizing operational disruption.
  • Maintain organized electronic and physical training resources, records, materials, and documentation.
  • Evaluate and recommend improvements to learning technologies, platforms, and tools that may enhance the employee learning experience.

Training Delivery & Facilitation

  • Facilitate engaging and informative training sessions for employees at various levels and across multiple departments.
  • Adapt training methods and delivery approaches based on the subject matter, audience, learning objectives, and operational needs.
  • Utilize a variety of instructional methods, including presentations, demonstrations, hands-on activities, eLearning, assessments, job aids, and other learning resources.
  • Provide clear explanations of policies, procedures, compliance requirements, and role-specific expectations.
  • Create an inclusive learning environment that encourages participation, questions, and knowledge retention.
  • Coordinate with subject matter experts and department leaders when specialized knowledge or operational expertise is required.
  • Conduct refresher training and follow-up education when performance trends, policy changes, or compliance requirements indicate a need.

Training Evaluation & Continuous Improvement

  • Evaluate the effectiveness of training programs through assessments, employee feedback, completion data, performance indicators, and other appropriate measures.
  • Analyze training outcomes to identify opportunities for improvement and determine whether learning objectives are being achieved.
  • Develop and implement improvements to training content, delivery methods, resources, and processes based on evaluation results.
  • Identify recurring knowledge or performance gaps and recommend appropriate educational solutions.
  • Stay informed about emerging learning and development practices, instructional design methodologies, educational technologies, and applicable compliance requirements.
  • Incorporate relevant best practices, technologies, and learning methodologies into LACENTA's training programs.
  • Foster a culture of continuous learning, professional development, and compliance awareness across the organization.

Collaboration & Communication

  • Partner with department heads, managers, Human Resources, and other stakeholders to understand departmental training needs and organizational priorities.
  • Provide guidance and educational resources to managers and employees regarding applicable training requirements and organizational learning initiatives.
  • Communicate training schedules, requirements, deadlines, and completion expectations clearly and consistently.
  • Provide regular reports to senior leadership regarding training participation, completion rates, compliance status, identified gaps, and other relevant training metrics.
  • Maintain effective communication with stakeholders regarding training initiatives, upcoming requirements, program changes, and outstanding items.
  • Collaborate cross-functionally to ensure training programs support both operational effectiveness and organizational compliance.
  • Maintain professional and constructive relationships with employees, managers, leadership, and external training providers.

New Initiatives & Organizational Development

  • Support organizational initiatives that require employee education, communication, or training.
  • Assist with the development and implementation of training programs associated with new systems, processes, technologies, policies, services, or organizational changes.
  • Partner with leadership during organizational changes to identify learning needs and develop appropriate educational resources.
  • Support employee development initiatives that promote skill advancement, knowledge retention, and career growth.
  • Identify opportunities to improve employee readiness and operational consistency through structured learning programs.

Miscellaneous

  • Perform other duties and responsibilities as assigned.
  • Maintain confidentiality of employee, organizational, and other sensitive information in accordance with company policies and applicable requirements.

Qualifications & Experience

  • Bachelor's degree in Human Resources, Business Administration, Education, Organizational Development, or a related field.
  • 3+ years of experience in Learning & Development, training, instructional design, compliance training, or a related role.
  • Experience developing, implementing, facilitating, and evaluating employee training programs.
  • Strong knowledge of learning management systems (LMS), eLearning platforms, and instructional design methodologies.
  • Working knowledge of applicable workplace and healthcare-related compliance requirements, including OSHA, HIPAA, and other relevant federal and California requirements.
  • Experience developing compliance and/or mandatory employee training programs strongly preferred.
  • Demonstrated ability to assess training needs and develop effective learning solutions for diverse audiences.
  • Strong presentation, facilitation, written, and verbal communication skills.
  • Strong organizational skills and attention to detail, with the ability to manage multiple projects, priorities, and deadlines simultaneously.
  • Demonstrated ability to analyze training data, identify trends, and use findings to improve learning programs.
  • Proficiency with Microsoft Office and other commonly used business and learning technologies.
  • Ability to work collaboratively with cross-functional teams while also managing assignments independently.
  • Strong problem-solving and project-management skills.
  • Demonstrated initiative, accountability, follow-through, and commitment to continuous improvement.
  • Ability to adapt training content and delivery methods to different departments, roles, and learning needs.
  • Healthcare, medical office, or other regulated-environment experience preferred.
  • Bilingual English/Spanish is a plus but not required.

  • Occasionally bend, reach, push, pull, or otherwise access materials and equipment required for training activities.
  • Occasionally lift and/or carry up to 20 pounds.
  • Travel between clinic locations and other business locations as needed to conduct training, meetings, or other organizational activities.
Salary Description
$25-$32/hr
