Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Senior Acquisition Consultant to support our prospective client within the Court Services and Offender Supervision Agency (CSOSA). CSOSA has multiple locations in Washington, DC, and this position will be performed on-site, full-time at one of their locations. This position is contingent upon the award.

Essential Duties and Responsibilities

  • Comprehensive and authoritative knowledge of the Federal Acquisition Regulation; 
  • Preparing solicitations for any federal government agency for commercial and noncommercial services and supplies that result in a variety of contract types (e.g., firm-fixed priced, indefinite-delivery indefinite quantity (IDIQ), labor hour, and time and material) including preparing all supporting contract file documents (such as evaluation plans, justification to include options, and contract type determinations), posting and issuing the solicitation in SAM.gov;
  • Preparing and/or reviewing and providing guidance on justifications that limit sources pursuant to FAR Parts 6, 8, 13, and FAR 16.5.
  • Contracting with Government Wide Acquisition Contracts (GWACs) and GSA Schedule contracts issued by the General Services Administration (GSA);
  • Conducting the evaluation of submitted proposals (or quotes) to include:
  • Assisting the technical evaluation team with the evaluation process and submission of an acceptable technical evaluation report; and
  • Performing cost/price analysis of simple to complex Contractor proposals for firm-fixed priced, fixed unit price, labor hour, and time and material type contracts including preparing the cost/price report detailing cost/price reasonableness.
  • Preparing the Contracting Officer competitive range determination, award determination, and award documents for purchase orders, task orders, Blanket Purchase Agreements (BPAs), IDIQ contracts, and contracts.

Performing necessary contract administration including, but not limited to, the following:

  • Resolution of invoice issues;
  • Preparation of a variety of contract modifications (including all required supporting documentation) such as scope changes, administrative changes, funding, etc.; 
  • Analyzing and preparing documentation for submitted Requests for Equitable Adjustment; and
  • Conducting contract close-out.

Provide assistance to Program Offices in the development and/or review of the following procurement package documents:

  • Statements of Work (SOW) or Statements of Objectives (SOO);
  • Market research documentation; 
  • Independent Government Cost Estimates (IGCEs); and
  • Acquisition plans based on the market research and IGCE, to include recommendations for the type of contract and type of competition (e.g., set-aside (sole source, small business, WOSB, SDVOSB, VOSB, 8(a), full and open, etc.).


Requirements

Job Requirements and Experience 

  • The candidate must have a minimum of 20 years of experience.
  • Soliciting and awarding construction services at amounts below, at, or above the simplified acquisition threshold; 
  • Soliciting and awarding Architect-Engineer single award contracts, multiple award contracts, and task orders under IDIQ contracts; and
  • Preparing contract terminations for commercial and non-commercial awards. 
  • The candidate must meet the following qualifications:
  • DAWIA level II or III and/or FAC-C certifications. 
  • Former 1102 series Government employee for any federal agency at the GS-15 grade level. 
  • Former experience as a warranted Contracting Officer for any federal agency. 

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
