JPI is seeking a Controls Engineer to support a federal client in project management and business operations initiatives. This role is responsible for documenting existing systems, identifying gaps and vulnerabilities, designing integration architectures, and developing implementation plans that meet DHS cybersecurity, energy, and operational requirements.

 Responsibilities Include:

  

  • Conduct a comprehensive assessment of all existing building automation, energy management, and operational technology systems; document components, age, condition, and performance. 
  • Develop a campus-wide BAS integration plan that consolidates building-level controls under the DHS Campus Operations Center (COP) and supports the transition from the GSA ROC. 
  • Coordinate with DHS facility managers, IT, cybersecurity, and operations personnel to define integration goals including energy efficiency, security integration, remote monitoring, and occupant comfort. 
  • Design and specify sensors, controllers, interface devices, and communications infrastructure compatible with campus operational and cybersecurity requirements. 
  • Develop cybersecurity plans for BAS networks consistent with FISMA requirements and NIST SP 800-53; identify vulnerabilities, specify access controls, and define user authentication and audit requirements. 
  • Plan for integration with physical security, emergency management, and IT networks; develop redundant communications infrastructure specifications. 
  • Incorporate energy-saving strategies, sustainability goals, and real-time monitoring and analytics capabilities into system design. 
  • Prepare detailed budgets for hardware, software, installation, and ongoing maintenance; develop phased implementation plans aligned with funding availability. 
  • Specify testing and commissioning procedures including functional testing, performance verification, and staff training programs. 
  • Develop detailed design documents, wiring diagrams, and integration guides; ensure compliance with building codes, ADA, and federal environmental regulations. 
  • Provide regular updates and final reports to DHS leadership; establish preventive maintenance schedules and define processes for system upgrades and performance reviews.


Requirements
  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, Computer Science, or a closely related technical discipline. 
  • Minimum of 7 years of experience in building automation systems design, integration, or engineering for large-scale federal or institutional facilities. 
  • Demonstrated expertise with major BAS platforms (e.g., Honeywell, Johnson Controls, Siemens, Schneider Electric) and network communications protocols (BACnet, Modbus, LonWorks). 
  • Working knowledge of federal cybersecurity frameworks including NIST SP 800-53, FISMA, and federal OT/ICS security standards. 
  • Experience developing BAS system integration plans, technical specifications, and commissioning documentation.
  • Ability to obtain and maintain a required security clearance.

Preferred Requirements 

  • Certified Automation Professional (CAP) from ISA or equivalent industry certification. 
  • Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) from AEE. 
  • Experience with Smart Campus technologies including IoT sensor networks, digital twin platforms, and advanced analytics. 
  • Familiarity with GSA and DHS facility technology standards and prior experience on federal campus operational technology projects. 
  • Demonstrated experience with OT/ICS network segmentation, cybersecurity hardening, and zero-trust architecture in a federal context.
