Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Senior Project Manager to support our clients within the National Science Foundation (NSF) Technology, Innovation and Partnerships (TIP). This position will be performed in a remote capacity. This position is contingent upon award.
Essential Duties and Responsibilities
The primary duties of the Senior Project Manager:
- Functional Responsibility: Provides senior-level analytical and program support and is focused on providing high performance work.
- A Project Senior Manager contributes to engagement work plan development and often leads assigned engagement tasks to completion within scope and budget.
- Serves as a senior-level analytical correspondent within engagement team.
- Assumes responsibility for contributing to work plan development, reaching engagement milestones, and often leading specific project tasks.
- Applies business modeling, process modeling, and business design techniques.
- Conducts analysis of appropriate consulting tools to satisfy program requirements and creates project deliverables.
- A Senior Project Manage also participates in organizational assessments and leads performance measures and indicators analysis.
The contract will team will provide operational support NSF TIP with the following tasks:
- End-to-End Grants & Proposal Lifecycle Management: Administer the complete NSF Merit Review Process for approximately 4,000 proposals, 10,000 project pitches/letters of intent, and 500 supplement actions annually. This includes executing rapid 5-day compliance reviews against PAPPG guidelines, updating electronic business tools (eJacket, Salesforce, Research.gov), and managing post-award administrative updates like Principal Investigator transfers and entity renewals.
- Comprehensive Panel and Outreach Logistics: Provide cradle-to-grave execution for over 300 annual panel reviews, site visits, and extensive outreach workshops. Responsibilities span managing reviewer databases, enforcing conflict-of-interest compliance, organizing venue and virtual platform logistics, handling travel authorizations/vouchers, and creating Section 508-compliant promotional and website materials.
- Cross-Functional Executive and Office Operations: Deliver high-level administrative support across all seven TIP sections, including intensive calendar and travel management for senior leadership. Key tasks involve maintaining data repositories and tracking performance metrics, drafting official correspondence, routing documents for signature, and collaborating with management to establish and update Standard Operating Procedures (SOPs).
Job Requirements and Experience
- Minimum Education: Bachelor’s degree
- Minimum Experience: 6 Years

- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
