PROPERTY MANAGER

Description

360 Management Group is seeking an experienced Property Manager to lead the day-to-day operations of an affordable housing community. This position is responsible for the overall performance of the assigned property, including resident relations, occupancy, rent collections, financial performance, regulatory compliance, maintenance operations, and team leadership. The Property Manager serves as the primary on-site leader and works collaboratively with Operations, Compliance, Finance, Resident Services, Maintenance, and other internal teams to maintain high-quality housing and achieve organizational and property performance goals. This is a full-time position scheduled for 35 hours per week, Monday through Friday, from 9:00 a.m. to 5:00 p.m. The position requires on-site presence and may require occasional evening or weekend work, emergency response, and travel between locations.


What You’ll Do:


Property & Financial Management

  • Lead the day-to-day operations of the assigned property and ensure operational priorities are completed effectively and timely.
  • Participate in the development and administration of annual property operating budgets.
  • Monitor property expenses and financial performance to support established budget goals.
  • Review and submit invoices and payment requests through the organization’s procurement system.
  • Ensure required operational and financial reports are accurate and submitted timely.
  • Partner with Finance and Operations to identify and address property performance issues.

Occupancy, Collections & Compliance

  • Collaborate with Compliance, Finance, Waitlist, and Operations teams to achieve occupancy, turnover, and rent collection goals.
  • Work toward maintaining occupancy of at least 98% and rent collection rates of at least 95%.
  • Monitor delinquent resident accounts and coordinate appropriate collection activity in accordance with organizational policies and applicable requirements.
  • Administer and enforce lease requirements consistently and coordinate lease enforcement and legal proceedings when necessary.
  • Maintain accurate and complete resident records and documentation.
  • Partner with the Compliance Department to ensure property operations and resident files comply with applicable HUD, LIHTC, investor, and other affordable housing program requirements.
  • Support audits, inspections, file reviews, and other regulatory or compliance activities.

Maintenance & Property Standards

  • Provide oversight and direction to the property's maintenance team to ensure work orders, repairs, unit turnovers, preventative maintenance, and emergency requests are completed effectively and timely.
  • Conduct regular property and unit inspections to monitor property conditions, cleanliness, curb appeal, safety, and regulatory compliance.
  • Ensure preventative maintenance programs and schedules are implemented and completed.
  • Coordinate with vendors and contractors on repairs, renovations, and capital improvement projects.
  • Monitor vendor performance and maintenance-related expenditures.
  • Partner with Maintenance leadership to support workplace safety, OSHA requirements, fire safety, and organizational safety procedures.
  • Ensure property conditions and maintenance operations meet organizational and applicable regulatory standards.

Resident & Community Relations

  • Serve as a primary point of contact for resident concerns and work to resolve issues professionally, consistently, and timely.
  • Foster positive relationships with residents and support a service-oriented community environment.
  • Partner with Resident Services to connect residents with available resources and supportive services when appropriate.
  • Support resident engagement efforts, including the Tenant Resident Council.
  • Develop and maintain productive relationships with community partners, agencies, public housing authorities, social service organizations, and other stakeholders.

Team Leadership

  • Supervise, coach, and support the Assistant Property Manager and assigned maintenance staff.
  • Establish priorities, delegate responsibilities, and monitor team performance and workflow.
  • Provide ongoing feedback, training, and performance management to support employee development and accountability.
  • Promote effective collaboration among site staff and internal departments.
  • Model professional, respectful, and service-oriented communication with residents, employees, vendors, and community partners.

Emergency & Operational Support

  • Participate in the property's emergency and on-call response process as required.
  • Coordinate appropriate responses to urgent property and maintenance matters.
  • Complete special projects and assignments as requested by the Portfolio Director or 360 Management Group leadership.
  • Perform other duties as assigned.
Requirements

What We're Looking For:

  • High school diploma or equivalent required.
  • Five (5) years of experience in affordable housing, property management, tax credit housing, or a related environment strongly preferred.
  • Demonstrated knowledge of affordable housing operations and applicable programs, including LIHTC, HUD, Section 8/PBV, and/or Public Housing.
  • Tax Credit Specialist (TCS) and Certified Manager of Housing (CMH) certification required, or ability to obtain required certifications within one year of employment.
  • Previous experience supervising or leading employees strongly preferred.
  • Demonstrated ability to manage property operations, competing priorities, deadlines, and performance expectations.
  • Strong organizational, problem-solving, and decision-making skills with excellent attention to detail.
  • Excellent verbal and written communication skills.
  • Ability to handle resident and employee matters professionally, tactfully, and consistently.
  • Proficiency with Microsoft Office and property management software; experience with Elite or similar systems is preferred.
  • Working knowledge of workplace and property safety practices.
  • Ability to collaborate effectively as part of a team committed to empowering stronger communities.
  • Valid driver's license and reliable transportation required for business-related travel.

Physical Demands and Work Environment: This position requires the ability to perform the essential functions of the role, with or without reasonable accommodation. The position involves a combination of office work and activity throughout residential properties, including prolonged periods of desk/computer work, walking throughout properties, and climbing stairs. Regular travel between assigned locations is required. 


Salary Range: $64,210.30 – $77,052.35/year based on experience as a Property Manager and demonstrated experience managing teams.
