ACE Consulting Group is seeking a Foreign Military Sales (FMS) Assistant Program Manager for Systems Engineering (APMSE) in support of our NAVAIR customer office. The program office FMS team performs cradle to grave Systems Engineering processes and enforces Systems Engineering rigor for all technical baseline development in the FMS cases. The candidate serves as the lead APMSE for the FMS program, directly supporting the FMS Program Manager and APME in ensuring Systems Engineering rigor and quality technical requirements and processes are included in the FMS LOAs, and that robust technical development, testing, and sustainment is performed for these platforms. The candidate will be responsible for leading a team of Systems Engineers who support all international engineering procurement and support activities, while also balancing requirements for domestic SE efforts. These activities include work such as new capability development and production, weapon system modification and maintenance activities. Engineering supports the development and delivery of documentation for each country to support targeted airworthiness objectives. Engineering also supports sustainment, safety and readiness of delivered systems.
The overall technical effort requires planning, leadership, collaboration and communication for the many facets of the current and potential international programs, which span the acquisition lifecycle to include requirement development and management, technical baseline development, and sustainment efforts. This position requires senior-level acumen and expert technical knowledge to be able to engage credibly and effectively not only with all the different internal/external agencies but also with our foreign customers and the NAVY ACO. Strong functional knowledge and independent technical management focused on systems engineering and airworthiness processes and products along with a comprehensive understanding of the NAVAIR and FMS acquisition processes is required. The ability to communicate clearly in formal, public settings with foreign entities on a regular basis is necessary.
The primary responsibilities of the FMS APMSE across ALL customers includes, but is not limited to:
• Foreign customer engagement
• Systems Engineering artifact development (e.g. LOA technical & SE process requirements, SE funding requirements, technical requirement specifications, etc.)
• Flight test planning, testing and execution
• Communication and coordination of subject matter experts in other NAVAIR/NAVSEA technical domains
• Capability upgrades for both retrofit and production cut-in
• Oversee Systems Engineering process management – requirements development, artifact development, requirements trade space, SETR events, etc.
• Lead FMS Risk Management efforts
• Manage and communicate safety hazards and resolutions
• Plan and perform system integration and interface management
• Configuration Management – ECPs, RFVs, CRs
• Lead Obsolescence solutions
• Acquisition product development – LOAs, SOWs, CDRLs, etc.
• Production quality assurance, disposition of withhold tags and discrepancies
• Budget planning and management
• FMS Case Development and New Business report
EXPERIENCE:
• (Desired) Three to Five (3-5) years of experience in a Systems Engineering role supporting a Foreign Military Sales program.
• (Minimum) Five (5) years of experience in a Systems Engineering role supporting a NAVAIR Acquisition program. Demonstrated knowledge in an area of engineering expertise is required.
EDUCATION:
• (Desired) MS or MA degree from an accredited college or university in Engineering, Mathematics, Physics, or a related engineering discipline.
• (Minimum) BS or BA degree from an accredited college or university in Engineering, Mathematics, Physics, or a related scientific discipline is required.
SECURITY:
• Must meet eligibility requirements for access to classified information.
• Active Top-Secret clearance with current background investigation is desired.
• At minimum, Active Secret clearance with current background investigation is required.
TRAVEL REQUIREMENT:
• Position involves frequent travel (both CONUS and OCONUS) as required by the needs of the program, up to 1-2 trips per month.
