Description

SHINE is seeking a Procurement Engineering Manager to direct and oversee the Procurement Engineering organization to ensure acceptance of items and services conform to procurement specifications and SHINE’s quality assurance program.  The Procurement Engineering Manager will own processes responsible for receipt inspection and discrepant conditions for safety and non-safety related items procured in support of the construction and operations of the Chrysalis, a first-of-a-kind medical isotope facility located in Janesville, WI. 

  

The base salary range for this position is $125,000 - $165,000 per year plus a comprehensive compensation package. Our salary ranges are determined by role, level, and location.


Duties and Responsibilities:

Specific duties and responsibilities include, but are not limited to:

  • Assist in the identification, hiring, and training of Procurement Engineers.
  • Ensure staff are adequately trained and perform work in accordance with SHINE’s quality assurance program for safety and non-safety receipt inspections. 
  • Train and certify Procurement Engineers to perform quality receipt inspections (QRIs).
  • Ensure compliance with applicable regulations, procedures, and specifications during receipt inspection activities.
  • Interface with Engineering, Commercial Grade Dedication, and Procurement groups early in the purchasing process to determine procurement strategies.  
  • Interface with Procurement, Commercial Grade Dedication, and Project Controls organizations to develop and execute schedule activities for receipt inspection tasks.
  • Interface with Engineering organization to identify administrative and technical verifications to be performed during receipt inspections.
  • Lead receipt inspection processes for items purchased for safety-related and non-safety-related applications.
  • Maintain Over, Short, Damage, and Discrepant (OSDD) log.
  • Provide dispositions to OSDD reports, as applicable.
  • Develop and maintain operations budget for Procurement Engineering activities.
  • Maintain and update implementing procedures and instructions, as required.


Requirements
  • A bachelor’s degree in engineering and at least 10 years of nuclear industry experience preferred or equivalent experience in lieu of degree.
  • Experience in receipt inspection processes and nonconformance tracking. 
  • Understanding of nuclear facility principles and operation.
  • Understanding of ASME NQA-1 and/or ANSI 15.8 requirements.
  • Strong leadership and time management skills.
  • Excellent written, verbal and non-verbal communications skills.
  • Must be skilled in the use of Microsoft 365 software.

Working Conditions and Physical Effort: 

  • Requires frequent leaning, bending, stooping, crouching, grasping, and reaching above the shoulders and below the knees.
  • Moderate physical activity. Requires handling of average-weight objects up to 40 pounds or standing and/or walking for more than four (4) hours per day. 
  • Fine motor coordination and strong depth perception is beneficial.
  • Work involves minor exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises. 
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.
