Grey Street Consulting, LLC (Grey Street), a leading small business provider of acquisition support services to Federal civilian and defense agencies, is seeking to hire a Business Operations Specialist to support our clients within the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA). DOT is located in SE Washington, DC, and this position is to be performed remotely. This position is contingent upon award.
Essential Duties and Responsibilities
The contractor shall provide contract writing system support services that result in the following outcomes:
- Timely and accurate system administration of FTA’s PRISM contract writing system, including user access setup, routing configuration, license management, and system updates in coordination with the ESC Help Desk.
- Effective Tier 1 user support for PRISM-related issues, ensuring that FTA staff and acquisition personnel receive timely resolution and assistance before issues are escalated to ESC via the CSP.
- High-quality training and onboarding for new PRISM users and stakeholders, including delivery of new-hire, refresher, and targeted training aligned with FTA acquisition processes.
- Comprehensive acquisition data reporting and support, including the creation and distribution of recurring and ad hoc reports using PRISM and Delphi data to support internal tracking, compliance, and transparency requirements.
- Maintained accuracy and integrity of acquisition records, including support for monthly FPDS reconciliation and consistent documentation of processes and outputs. These outcomes are essential to support FTA’s acquisition program operations, ensure compliance with Federal procurement reporting requirements, and maintain the usability and effectiveness of the PRISM system.
System Support and Performance Reporting
The contractor shall deliver support that ensures:
- Operational readiness of PRISM for all assigned FTA users.
- Accurate, complete, and auditable acquisition data that supports performance monitoring, transparency, regulatory compliance, and internal control requirements.
- User confidence and reduced dependency on external help desk support, through proactive assistance, clear documentation, effective training, and responsive administrative support across the PRISM platform.
Job Requirements and Experience
- Bachelor of Arts (BA) or Bachelor of Science (BS) degree, or higher degree, with at least 5 years of relevant experience and knowledge.
- Experience with data tracking and reporting tools, and/ or contract reporting processes
- Experience supporting program management functions in a technical or operational environment
- Experience working with multidisciplinary teams in support of complex programs
- Possess excellent ability to communicate orally and in writing to effectively assist customers
- Experience preparing reports for dissemination to internal and external stakeholders
- Familiarity with the following tools and technologies: Microsoft Office Suite (Word) PowerPoint, Excel), and Google Suite (Docs, Sheets, Slides, Drive)
- Must be able to independently analyze work assignments and provide feedback to the Government as needed

- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
