Construction Surveillance Technician (CST)
Description

Vision Quest Solutions is seeking qualified Construction Surveillance Technicians (CSTs) to support secure construction operations in controlled-access areas and sensitive facilities. CSTs are responsible for monitoring construction activities, observing workers, inspecting materials, controlling site access, and helping ensure the security and integrity of the construction site and materials scheduled for use in controlled areas.


This position requires a highly observant, disciplined, and security-minded professional with construction knowledge, strong attention to detail, and the ability to identify anomalies, security concerns, and potential counterintelligence risks.


Key Responsibilities

The Construction Surveillance Technician will be responsible for:

  • Controlling access to construction sites and secure work areas.
  • Screening and escorting personnel within or to the construction site.
  • Screening and escorting materials, tools, equipment, packages, and vehicles.
  • Maintaining control of construction materials entering or stored within the site.
  • Controlling Secure Storage Areas and materials contained within those areas.
  • Monitoring and observing construction workers as they perform assigned tasks.
  • Ensuring equipment, materials, and furnishings are inspected, x-rayed, and examined before use in specified areas.
  • Assisting the Site Security Manager with random selection and procurement of construction materials.
  • Inspecting all persons, bags, boxes, crates, tools, vehicles, and materials prior to entry.
  • Producing daily logs documenting site activity, observations, and events.
  • Reporting security-related incidents to the Site Security Manager in proper incident-report format.
  • Reporting anomalies and incidents of a counterintelligence nature directly to the Site Security Manager.
  • Reviewing designs, blueprints, and construction plans to identify intended use and potential concerns.


Minimum Qualifications

Candidates must meet the following requirements:

  • U.S. citizenship.
  • Active Top Secret Clearance.
  • High school diploma or GED.
  • Minimum age of 25 years old.
  • Ability to read, write, and speak English fluently.
  • Ability to meet applicable medical and physical fitness requirements.
  • Ability to work in and around active construction environments.
  • Ability to walk up and down multiple flights of stairs repeatedly during the workday.
  • Ability to support extended deployments, as required.



Requirements

Required Experience

Candidates must have relevant experience in security, construction, military, or government-related

environments. Experience should include one or more of the following areas:

  • Construction security surveillance.
  • Technical surveillance countermeasures.
  • Industrial or government security involving counterintelligence.
  • Construction quality assurance.
  • Hands-on supervisory construction experience.
  • ?Security operations, military service, or construction-related support.

A minimum of five years of construction trade experience is preferred or required based on contract needs.

The ideal CST candidate is professional, observant, detail-oriented, and capable of working independently in a secure construction environment. Candidates should be able to recognize suspicious activity, identify construction anomalies, understand site security requirements, and communicate clearly with security leadership, construction personnel, and government representatives.
