General Description of Duties


The Deputy Director of Elections performs highly responsible administrative and technical work in managing voter registration, maintaining complete and accurate voter database records, coordinating candidate filing processes, and supporting all aspects of election operations for the Anson County Board of Elections.


This role requires extensive administrative skills, strong organizational ability, and high-level computer proficiency. Duties include entering and updating voter registration data, issuing absentee ballots, assisting candidates, training precinct officials, and preparing for and conducting all primary, general, and special elections. 


The position requires independent judgment, professionalism, tact, and the ability to work effectively with the public. The Deputy Director must perform accurately under strict deadlines, particularly during election periods. All work is performed in accordance with North Carolina election laws and policies set by the Anson County Board of Elections. Performance is evaluated based on efficiency, accuracy, and overall effectiveness of election operations.


Additionally, the Deputy Director must be prepared to assume full responsibility for office operations and decision making whenever the Director is unavailable.  This position reports directly to the Director of Elections.


Essential Duties and Tasks include but are not limited to:


• Registers voters; verifies DMV and Social Services registration records; contacts applicants for additional information; notifies rejected applicants; prepares and mails voter registration cards.

• Maintains the voter registration database; enters new registrations and updates existing records in the SEIMS system; audits and removes ineligible voters; and maintains Social Services declination records.

• Prepares or assists with the creation of voter reports for candidates, political parties, media, and other requestors.

• Provides customer service regarding voter registration, precinct locations, and election procedures.

• Assists with candidate filing; receives fees; provides reporting materials; notarizes required forms; explains compliance requirements.

• Assists the Director with preparing and submitting required state and local reports; drafts correspondence and public notices.

• Assists the Director in preparing for Anson Board of Elections meetings and attends the board meetings.

• Assists with preparing for each election; prepares materials; tests voting equipment; assists with voter education; helps train part time staff and precinct officials.

• Receives and mails absentee ballot requests; maintains and updates precinct management guides and registration drive packets.

• Prepares precinct supply boxes; assists with delivery of equipment; conducts one stop voting; provides field support on Election Day including equipment troubleshooting; assists with verifying election results.

• Oversees the intake, tracking, and fulfillment of public information requests; reviews requested materials for compliance with state public records laws; coordinates with staff to gather responsive documents; ensures timely, accurate responses; and maintains detailed documentation of requests and disclosures.


Knowledge, Skills, and Abilities:


• Strong knowledge of North Carolina election laws, procedures, and State Board of Elections regulations.

• Extensive administrative skills, including document management, scheduling, organization, and professional communication.

• Advanced computer proficiency, including databases, word processing, spreadsheets, and SEIMS.

• Ability to troubleshoot and perform basic maintenance on county voting equipment.

• Ability to work independently under strict deadlines during election cycles.

• Ability to create, maintain, and audit accurate voter and election files; ability to generate custom reports.

• Strong verbal and written communication skills.

• Ability to maintain effective working relationships with supervisors, staff, precinct officials, candidates, media, and the public.



Requirements

Education:

High school diploma and considerable administrative experience involving significant public contact.


Special Requirements:

Must obtain Notary Public certification within 6 months of employment; the Anson Board of Elections will pay for this certification. Elections Administrator certification from the State Board of Elections within three years; this certification is paid for by the Anson Board of Elections. Valid North Carolina Driver’s License. Attendance at required state conferences, district meetings, and statutory trainings.


Physical Requirements:

Must be able to perform basic physical tasks such as standing, walking, lifting 20 pounds, reaching, pushing and pulling materials, operating office equipment, and performing repetitive motions. Must possess sufficient visual acuity to prepare data, transcribe minutes, and operate computers.
