Description

The Program Analyst supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Mission Assurance Division (MAD) to provides security products and development, and integration services for fulfilling the mandatory corporate-level security, Occupational Safety and Health, continuity, and emergency management requirements of the USCIS enterprise. MAD is responsible for developing and implementing fraud countermeasures to mitigate damages if systems and information are compromised; support continuity of operations (COOP) via management coordination and emergency management programs for USCIS; Occupational Safety and Health (OSH) program and Occupational Emergency Program (OEP). MAD manages the USCIS Command Center and the Secure Compartmented Information Facility (SCIF); and provides Protective Intelligence services to USCIS.


This positions requires knowledge and experience operating various continuity communications equipment (Phone, Satellite Communication (SATCOM).


Primary/Major Duties and Responsibilities (Essential Functions):

  • Support analytical data collection or metrics development on facility plans, security, staffing, infrastructure, equipment requirements, training and exercise conduct, operational response and recovery efforts.
  • Provide support in operating various continuity communications equipment (Phone, Satellite Communication (SATCOM), Homeland Secure Data Network (HSDN), Joint Worldwide Intelligence Communications System (JWICS), VHF/UHF/HF) to ensure readiness during an actual emergency.
  • Consolidate unclassified and classified support documents and draft responses to requests for information from the Department, Interagency and Joint operational or planning teams.
  • Develop collaboration site(s) in SharePoint to track and report statuses on tasks, assets, training, exercises and support associated with the implementation of Mission Assurance section goals and tasks.
  • Coordinate with various USCIS stakeholders to communicate tasks, track and maintain roles and responsibilities, assess needs, and set expectations regarding internal preparedness and response to Department plans and tasks.
  • Update internal documents, systems and project plans to report the status, metrics and performance of assigned continuity, resilience, training. and exercise projects.
Requirements
  • U.S. Citizenship
  • Associate degree or higher
  • PMP certification (preferred)
  • Demonstrated knowledge and experience (2+ years) operating various continuity communications equipment (Phone, Satellite Communication (SATCOM)
  • Demonstrated knowledge and experience (2+ years) in emergency management and other safety and security protocols and disciplines
  • Knowledge and experience (2+ years) in program management principles and disciplines, including business process remodeling/reengineering and project leadership
  • Ability to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19
  • Ability to successfully complete a criminal and credit history background check
  • Ability to obtain and maintain a Government suitability determination/security clearance

Work Environment:

  • Full-time position, Monday – Friday
  • Office environment but may also include other work environments as required
  • Onsite at government facility in Camp Springs, MD
