Position Summary 

The Civil Quality Control Manager is essential to the successful execution of heavy civil, airfield, infrastructure, environmental, and federal construction projects. This position is responsible for implementing, managing, coordinating, and documenting the Quality Control Program to ensure all construction activities comply with contract requirements, engineering plans, specifications, applicable codes, and industry standards. The Quality Control Manager works closely with the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), subcontractors, testing agencies, and Government representatives to ensure quality objectives are achieved while maintaining positive client relationships and exceptional customer service.

The ideal candidate has experience serving as the Quality Control Manager on heavy civil or airfield construction projects and possesses a thorough understanding of USACE, NAVFAC, DoD, FAA, or other federal construction quality requirements, including the Three-Phase Quality Control Process. Quality Control Manager qualifications may vary by project based on contract requirements. Civil construction and/or airfield construction experience is required.

Essential Responsibilities

• Uphold and promote all Company and project safety requirements while supporting a culture of quality and continuous improvement. 
• Participate in Post Award Kick-Off Meetings, Partnering Meetings, Preconstruction Meetings, Design Development Meetings, Coordination Meetings, Mutual Understanding Meetings, and Quality Control Meetings. 
• Implement, manage, and oversee the Three-Phase Quality Control Process performed by QC Specialists, laboratory testing personnel, inspectors, and subcontractors. Conduct Preparatory, Initial, and Follow-Up inspections and ensure all required documentation is completed. 
• Notify the Contracting Officer in advance of all Preparatory and Initial Phase meetings in accordance with contract requirements. 
• Coordinate with the Superintendent to immediately stop any work that does not comply with contract requirements or approved submittals. Document deficiencies, maintain the Deficiency Log, and coordinate corrective actions with subcontractors. 
• Prepare Daily Quality Control Reports, including detailed photographic documentation supporting all work performed. 
• Prepare and present the Quality Control portion of weekly Government progress meetings. 
• Ensure all design and construction submittals are reviewed, approved, and accepted in accordance with contract requirements before materials are delivered or work proceeds. Maintain the Submittal Register. 
• Update and maintain accurate As-Built Drawings throughout construction. 
• Maintain testing plans and testing logs. Coordinate material testing, laboratory testing, inspections, and specialty testing required by the contract. 
• Review all testing reports and notify the Contracting Officer of deficiencies while recommending appropriate corrective actions. 
• Perform punch list inspections and participate in pre-final and final acceptance inspections. Coordinate punch list completion and final acceptance with the Contracting Officer. 
• Manage the complete submittal process, including initiation, technical review, compliance verification, submission, tracking, and distribution. 
• Inspect all materials, equipment, workmanship, and rework to ensure compliance with contract documents, engineering specifications, approved submittals, and quality standards. Maintain a Rework Log. 
• Review civil engineering drawings, specifications, grading plans, utility plans, paving plans, airfield plans, structural drawings, and contract documents to verify construction complies with project requirements. 
• Coordinate with testing laboratories, surveyors, engineers, subcontractors, and Government Quality Assurance Representatives to ensure compliance with project specifications and quality standards. 
• Perform other duties as assigned. 

Reporting Structure

• Reports to the Project Manager and Quality Director. 
• This position may have direct reports based on project assignment. 

 Required Skills

• Must be familiar with DoD construction requirements, including EM 385-1-1, and demonstrate experience in hazard identification and safety compliance. 
• Thorough understanding of the USACE/NAVFAC Three-Phase Quality Control System and Government construction quality management requirements. 
• Ability to professionally represent the Company while interacting with clients, Government representatives, subcontractors, engineers, inspectors, and project teams. 
• Ability to make informed decisions, exercise sound judgment, and accept responsibility for project quality. 
• Demonstrated ability to develop and maintain a cohesive team focused on achieving project quality objectives. 
• Comprehensive knowledge of heavy civil construction means and methods, including earthwork, grading, underground utilities, concrete, paving, airfield construction, drainage, environmental, and infrastructure projects. 
• Ability to read and interpret civil engineering drawings, specifications, contract documents, geotechnical reports, utility plans, grading plans, paving plans, and testing requirements. 
• Knowledge of construction scheduling, cost control, quality assurance, construction materials testing, inspection procedures, and contract administration. 
• Excellent organizational, documentation, and recordkeeping skills. 
• Strong verbal and written communication skills. 
• Thorough understanding of and ability to enforce all federal, state, local, and Company regulations. 
• Proficient in Microsoft 365. 
• Demonstrated ability to prepare comprehensive, accurate, and timely quality documentation. 
• Must be able to fluently read, write, speak, and understand English. 

Education & Experience

Quality Control Manager qualifications may vary based on the specific project or contract requirements.

• Bachelor's degree in Civil Engineering, Construction Management, Construction Engineering, Engineering Technology, Architecture, Building Construction, Building Science, or a related discipline and a minimum of five (5) years of experience serving as a Quality Control Manager, Project Superintendent, Project Manager, Project Engineer, or Construction Manager on heavy civil, airfield, infrastructure, or federal construction projects; OR 
• No degree required with a minimum of ten (10) years of progressively responsible experience serving as a Quality Control Manager on heavy civil, airfield, infrastructure, or federal construction projects, where permitted by the contract. 
• Civil construction and/or airfield construction experience is required. 
• At least two (2) years of experience serving as the designated Quality Control Manager on projects of similar size and complexity. 
• Completion of the Construction Quality Management (CQM) for Contractors course with current certification. 
• OSHA 30-Hour Construction Certification (must be obtained within 60 days, maximum, of contract award if not already held). 
• 40-Hour Contract Safety Awareness Course (must be obtained within 60 days, maximum, of contract award if required). 
• Must be able to pass the U.S. Government security background investigation required for project access. 
• Preferred Qualifications
• Experience serving as the designated QCM on USACE, NAVFAC, FAA, Air Force, Army Corps of Engineers, Department of Defense (DoD), or other federal construction projects. 
• Experience on heavy civil construction, airfield paving, runway rehabilitation, underground utilities, site development, transportation, environmental remediation, or infrastructure projects. 
• Experience with RMS/QCS, Procore, CMiC, Bluebeam Revu, or similar construction management software. 
• Working knowledge of EM 385-1-1, UFC standards, UFC airfield requirements, and federal construction quality management procedures. 

 Travel

• 80%–100% Travel Required. 
• Travel frequency is subject to change based on project volume and scope. 
• Must have a valid driver's license, be insurable under the Company's insurance policy, and be able to travel as required. 
• Must be able to pass a background check to access military installations. 

Physical Requirements

This position requires Team Members to work in both field and office settings. When working in the field, Team Members will be exposed to active heavy civil construction environments, including excavation operations, earthmoving equipment, paving operations, airfield construction, underground utility installation, and varying weather conditions. Noise levels may be high due to the operation of construction equipment and machinery. Team Members must be able to lift and move objects weighing up to 40 pounds using proper lifting techniques and perform repetitive physical activities for extended periods without undue fatigue. Fieldwork requires frequent standing, walking, climbing, bending, and reaching, as well as the ability to safely navigate active construction sites.When working in the office, Team Members can expect a climate-controlled environment with moderate noise levels. Duties require prolonged periods of sitting, regular use of computers, telephones, printers, and other office equipment, and participation in in-person and virtual meetings. Team Members may occasionally lift or transport objects weighing up to 15 pounds, such as project files, plans, or office supplies.
