JOB DESCRIPTION

HELIOS is seeking a highly experienced Senior Information Warfare Integration Lead to support a mission critical defense program. This individual will serve in a key leadership capacity and provide holistic technical, analytical, instructional, and management expertise across multiple Fleet and Navy Information Warfare mission areas.  The successful candidate will establish project goals and execution plans, lead major technical activities, support staffing and financial execution, advise senior stakeholders, and translate extensive operational experience into concepts, doctrine, tactics, techniques and procedures, advanced training, readiness assessments, and decision-quality products.  This position requires an individual who can work independently, lead multidisciplinary efforts, communicate effectively with senior military and civilian stakeholders, and participate in conferences, working groups, planning sessions, exercises, wargames, and other operational forums.  Position is contingent upon contract award and funding. 


RESPONSIBILITIES

Responsibilities include, but are not limited to:  

  • Provide technical and management leadership for major tasks, projects, and technology assignments.
  • Establish goals, plans, methods, milestones, and execution priorities that support project objectives.
  • Direct and integrate activities across Information Warfare disciplines, including Cryptology, Electromagnetic Warfare, Command and Control, Intelligence, and Space Operations.
  • Maintain working familiarity with related disciplines such as Information Operations, information-related capabilities, Defensive Cyber Operations, DODIN Operations, and Meteorology and Oceanography. 
  • Support the development, validation, standardization, and revision of concepts of operations, doctrine, and tactics, techniques and procedures. 
  • Ensure Information Warfare concepts and products remain aligned with applicable joint and naval strategies, concepts, and doctrine. 
  • Conduct environmental, capability, mission, and readiness analyses supporting advanced training and operational requirements. 
  • Evaluate training effectiveness, operational readiness, capability gaps, capacity gaps, and opportunities for systems, training, and process improvement. 
  • Develop or refine unit and staff-level training requirements, performance measures, and readiness-assessment metrics.
  • Support the planning, development, delivery, and assessment of advanced training at individual, unit, group, integrated, and joint levels. 
  • Support live, virtual, constructive, exercise, experimentation, and wargaming activities as required. 
  • Prepare and maintain project objectives, milestones, schedules, and Plans of Action and Milestones. 
  • Develop professional briefings, white papers, meeting notes, reports, analytical products, and senior-leader presentations.
  • Support project financial management, staffing, technical methods, schedule performance, quality, and delivery requirements.
  • Coordinate effectively with military organizations, Government stakeholders, technical teams, and senior management. 
  • Comply with all applicable security, Operations Security, privacy, information-protection, and Government facility requirements. 



Requirements

REQUIRED CREDENTIALS

  • Must be a U.S. citizen due to Federal security-clearance requirements.
  • Must currently possess fully adjudicated Top Secret/Sensitive Compartmented Information eligibility. TS/SCI eligibility must be current and capable of transferring in status by the first day of work. 
  • Interim TS/SCI clearances will not be accepted. 
  • Must be able and willing to work full-time on-site at a secure Government facility. 
  • Must be able to support customer-established Monday-through-Friday core hours. 
  • Must be willing to travel periodically in support of mission requirements. 

REQUIRED EXPERIENCE  

  • Minimum of twenty (20) years of experience in one or more Fleet or Navy Information Warfare mission areas, including Cryptology, Electromagnetic Warfare, Command and Control, Intelligence, or Space Operations. 
  • At least ten (10) years of the required experience must have been performed within the preceding twelve years. 
  • Demonstrated expert-level technical and operational knowledge in one or more Information Warfare mission areas.
  • Demonstrated experience providing technical and management leadership for major tasks, programs, projects, or operational assignments. 
  • Experience establishing goals, plans, milestones, methods, staffing strategies, and execution priorities. 
  • Experience managing or supporting cost, schedule, staffing, financial, performance, and quality requirements. 
  • Experience developing or revising concepts of operations, doctrine, tactics, techniques and procedures, training products, or operational guidance. 
  • Experience supporting advanced operational training, readiness assessments, exercises, wargames, or experimentation. 
  • Demonstrated ability to independently participate in and lead working groups, conferences, planning sessions, and senior-level engagements. 
  • Demonstrated ability to prepare professional white papers, briefings, analytical products, Plans of Action and Milestones, reports, and executive-level presentations. 
  • Excellent written communication, verbal communication, analytical, facilitation, and stakeholder-management skills. 

DESIRED EDUCATION AND PROFESSIONAL CREDENTIALS  

  • Bachelor’s degree in National Security, Intelligence Studies, Information Warfare, Systems Engineering, Electrical or Computer Engineering, Cybersecurity, Operations Research, or a related discipline.
  • Master’s degree in a relevant discipline. - Equivalent senior military education and directly relevant operational experience may be considered in place of a degree.
  • Information Warfare, Warfare Tactics Instructor designation. 
  • Joint Professional Military Education or Senior Enlisted Joint Professional Military Education. 
  • Navy Master Training Specialist, Navy instructor qualification, or equivalent training-development credential. 
  • Project Management Professional certification. 
  • Experience supporting live, virtual, constructive training, Maritime Operations Center activities, Fleet exercises, large-scale exercises, or operational-level wargaming.
