Position Overview
TDI Technologies is seeking a Program Management Analyst (ANM1) to provide junior-level program management support to the Surface Training Systems Program Office (PMS 339), which executes over 100 training projects under the Surface Training Advanced Virtual Environment (STAVE) and Ready Relevant Learning (RRL) portfolios. This position supports strategic planning, program analysis, financial management, and stakeholder coordination activities to assist in the development, acquisition, and life-cycle management of surface training platforms that educate and ensure the competency of U.S. Navy Sailors.

Primary Responsibilities:
Administrative & Program Management Support
• Assist in developing presentations, briefings, and digital media products for semi annual Surface Warfare Training Committee (SWTC) meetings and monthly STAVE Integrated Product Teams (IPTs) under the guidance of senior staff
• Prepare and update databases, naval messages, presentations, agendas, briefings, point papers, and spreadsheet analyses in formats compatible with NAVSEA CIO approved web-based document sharing initiatives
• Support the drafting, review, and analysis of program documentation in accordance with Federal, DoD, and service regulations under supervision of senior analysts
• Coordinate meeting schedules and assist with logistical arrangements for briefings across stakeholder organizations
• Assist in drafting and maintaining program briefings, including preparation of paper and electronic presentation files, duplicating, binding, and distributing presenter's notes
Technical Program Support
• Support program management oversight for training development efforts, assisting with tracking of curricula (all IMI levels), Virtual Trainers (VT)/Part Task Trainer (PTT), Performance Support Video development, and classroom renovations
• Assist in monitoring cost, schedule, performance, and risk related to development and delivery of training to Learning Sites; document issues and support development of recommended solutions
• Support development and maintenance of project status briefs, Integrated Master Schedules, and other project management tools under direction of senior staff
• Provide administrative support for Trainer Requirements Documents (TRDs) and Training System Requirements Analysis (TSRA); assist with coordination of Requirements Analysis Working Groups (RAWGs)
• Attend and document STAVE Large and Small Group Management IPTs and RRL IPTs/SWARM as required; prepare meeting minutes and track action items
• Assist in preparing cost, schedule, and performance status briefs to PMS 339 leadership; compile data and create charts/graphs as directed
• Provide administrative support for manpower, personnel and training, Surface Training Investment Plan, SWTC, and NTSP meetings and presentations; track action items and follow up on resolution
• Assist in coordinating with Learning Centers to gather information for cost estimate development for trainer development and delivery in support of POM submission, including Dualies, Storyboards, and SKIM charts
• Support development and routing of MOAs/MOUs with external stakeholders as directed
Navigation & Engineering Program Support
• Provide administrative and analytical support for training development efforts conducted under Navigation, Engineering and Facilities Division (339NEF)
• Assist in conducting pre-development analysis to determine level of effort and support cost estimate development for POM submission
• Support streamlined execution approach for curricula, VT/PTT, Performance Support Video development, and classroom renovations as integrated packages
• Assist in monitoring cost, schedule, performance, and risk related to development and delivery of training; document findings and support mitigation recommendations
• Support development and maintenance of project status briefs, Integrated Master Schedules, and project management tools
• Assist in preparing cost, schedule, and performance status briefs to PMS 339 NEF Division leadership; compile and organize data for presentation
• Provide administrative support for manpower, personnel and training, Surface Training Investment Plan, SWTC, and NTSP meetings, presentations, and action item tracking
• Assist in coordinating with Learning Centers to gather data for cost estimate development for training development and delivery in support of POM submission
• Support development and routing of MOAs/MOUs with external stakeholders as directed
• Provide administrative support for TRDs and TSRAs; assist with coordination of Requirements Analysis Working Groups (RAWGs); support analysis of Career Long Learning Continuum (CLLCs) and Work Plans for RRL Program
Financial Management Support
• Assist in developing briefing materials within established timelines, including Weekly Financial Status Slides, ad-hoc reports, Congressional Briefs, and STAVE Management IPT slides under supervision
• Support maintenance of updated Obligation Phasing Plans (OPPs) and assist with monthly analysis of obligation and expenditure rates against OSD and NAVSEA Bold
Goal Benchmarks
• Attend bi-weekly division financial sync meetings; document discussions and maintain action item tracker
• Assist in preparing Navy ERP funding documents (Reimbursable Work Orders, Project Orders, Military Interdepartmental Purchase Requests, etc.) under guidance of senior financial analysts
• Support fiscal planning requirements utilizing the NAVSEA Enterprise Planning System (NEPS); assist in reviewing Task Planning Sheets (TPSs), maintaining approved allocations, updating NEPS checklist, and compiling weekly Consolidated Analysis Report (CAR) summaries
• Assist in conducting weekly analysis of allocations and updating Execution Reports as required
• Support analysis of Unliquidated Obligations and expiring funding expenditures across all appropriation accounts; compile data to support recommendations and corrective actions
• Assist in identifying and tracking all planned contract actions across all appropriation accounts; maintain readily available data and support analysis of contract actions against planned obligation amounts
• Provide support in developing and preparing budget exhibits and supporting documentation utilizing Program Budget Information System (PBIS) and Computer Optimized Batch Reconciliation Application (COBRA)
• Assist in preparing and submitting Enterprise Data Warehouse (EDW) financial data including Open Commitments Report, Spares Obligation Planning, Execution Status Reports, DAR-Q, and CERMC data calls
• Assist in preparing and updating external funding execution reports on a monthly basis; support obligation and expenditure analysis of SHAPM and PARM funded surface training requirements
• Support review of Other Customer Fund (OCF) funding documents and assist in preparing acceptance documentation for NAVSEA Comptroller review and approval
Education
• Bachelor's degree in Business Administration, Public Administration, Finance, Engineering, or related field required
• Relevant coursework in program management, financial management, or systems engineering preferred
Experience
• Minimum 1-4 years of professional experience in program management, financial analysis, or administrative support
• Experience supporting DoD, Navy, or government programs preferred
• Demonstrated ability to work in a team environment and support multiple projects simultaneously
• Experience with Microsoft Office Suite (PowerPoint, Excel, Word, Outlook) required
• Exposure to Navy training systems, acquisition processes, or program management a plus
• Experience with financial tracking, budget execution, or data analysis preferred
Technical Skills
• Proficient in Microsoft Office Suite (PowerPoint, Excel, Word, Outlook)
• Ability to create professional presentations, spreadsheets, and reports
• Strong organizational skills with attention to detail
• Ability to learn and utilize Navy ERP systems and NAVSEA Enterprise Planning System (NEPS)
• Familiarity with Program Budget Information System (PBIS) and COBRA a plus
• Basic understanding of DoD acquisition processes and documentation requirements preferred
• Strong analytical skills with ability to compile and organize data for analysis
Clearance & Certifications
Special Requirements:
• U.S. citizenship required; must possess or be able to obtain a Secret clearance within 90 days of hire.
•Must have a valid US passport or the ability to obtain one upon position acceptance.
•Due to the nature of our work with the U.S. Department of Defense, U.S. citizenship is required. Some positions may require the renunciation of any non-U.S. citizenship to obtain and maintain a security clearance.
• Ability to obtain and maintain Common Access Card (CAC)
• Program Management Professional (PMP) certification or willingness to pursue certification a plus
• Defense Acquisition Workforce Improvement Act (DAWIA) certification or willingness to pursue certification preferred
