Description

Summary/Objective 

The Project Manager – Team Lead provides functional leadership and on-site supervision for USDA Rural Development (RD) Program support operations in St. Louis, Missouri. This role leads a multidisciplinary team consisting of accountants, mortgage clerks, and analysts, ensuring efficient execution of loan servicing support functions, reporting, and data analysis activities. The Team Lead is responsible for overseeing daily operations, developing reporting solutions, driving process improvements, and ensuring high-quality performance aligned with program objectives and client expectations.
 

Essential Functions

· Serve as on-site project Manager in St. Louis, MO, overseeing daily operations and performance of assigned personnel.

· Supervise and coordinate activities of accountants, mortgage clerks, and business analysts to ensure effective workflow and task completion.

· Develop, generate, and run ad hoc reports to support program analysis, management decision-making, and operational needs.

· Perform detailed analysis of program data within loan servicing systems to identify trends, issues, and opportunities for improvement.

· Pull and distribute regularly scheduled, standardized reports from GLS and Imaging Workflow Systems for lending partners, management, and Headquarters.

· Develop and gather data for unique performance metrics related to Single Family Housing Guaranteed Loan Program (SFH-GLP) operations.

· Monitor team performance and ensure compliance with established procedures, timelines, and quality standards.

· Research, develop, and implement process improvement tools utilizing Microsoft Office applications, including Access, Excel, and SharePoint.

· Leverage existing systems such as Enterprise Content Management, Workflow, and Imaging systems to enhance operational efficiency.

· Research, analyze, and recommend software and system-based solutions to improve business processes and reporting capabilities.

· Identify and recommend automated solutions for capturing, tracking, and reporting performance metrics.

· Research, analyze, and update standard operating procedures (SOPs) and user instruction guides to reflect current processes and improvements.

· Ensure consistency, accuracy, and integrity of data used in reporting and analysis.

· ct as liaison between on-site staff, program leadership, and client stakeholders to communicate status, issues, and improvements.

· Support continuous improvement initiatives to enhance service delivery, reporting accuracy, and operational efficiency.

· Ensure all activities are performed in accordance with contract requirements, USDA RD policies, and organizational quality standards.

· Operate within and support continuous improvement of ISO 9001:2015 and ISO 27001:2022 management systems, where applicable.


Supervisory Responsibility

This position has direct supervisory responsibility for on-site  personnel in St. Louis, MO, including accountants, mortgage clerks, and  business analysts. Responsibilities include task assignment, performance  monitoring, coaching, and ensuring team productivity and quality standards are  met.


Work Environment

This position operates on-site in a professional office environment in St. Louis, Missouri. The role routinely uses standard office equipment such as computers, phones, photocopiers, and filing systems, along with specialized loan servicing and reporting systems.


Position Type/Expected Hours of Work:
This  is a full-time position. Days and hours of work are Monday through Friday, 8:00  a.m. to 5 p.m. Occasional evening and weekend work may be required as job  duties demand.

Requirements

Required Education and Experience

· Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field required.

· Minimum of 5–8 years of experience in business analysis, reporting, or loan servicing support.

· Experience working with mortgage loan servicing systems, preferably within a federal or government program environment.

· Demonstrated experience in data analysis, report development, and performance metrics tracking.

· Experience supervising or leading teams in an operational environment preferred.

· Advanced proficiency in Microsoft Office Suite, particularly Excel and Access.

· Experience with reporting systems, workflow tools, and document management systems (e.g., Enterprise Content Management, Imaging Systems).

· Strong understanding of process improvement methodologies and tools.
