Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resources Classification Support to support our prospective client within the Federal Trade Commission (FTC), Human Capital Management Office (HCMO). FTC is located in NW Washington, DC, and this position is to be performed onsite. This position is contingent upon award.
Essential Duties and Responsibilities
- Deliver accurate, research-supported, classification recommendations that meet regulatory standards and require no substantive edits by FTC HR Specialists retaining signature authority.
- Provide position management and organizational structure analysis to support efficient and legally compliant workforce planning.
- Support executive resources (SES, SL, political appointees) with position description development and classification.
- Build internal capacity by providing consultation and knowledge-sharing with FTC HR personnel.
- Ensure continuity of critical human capital functions where internal staffing, training, or workload limitations require specialized external support, as documented in FTC’s justification materials.
The Contractor shall provide expert-level federal human capital position classification. Work must fully comply with:
- 5 U.S.C. Chapter 51 (Classification Act)
- Applicable OPM classification standards and guidance
- Executive resources regulations (5 CFR Part 214)
- FTC-specific procedures and requirements
Position Classification & Position Management Services
- Conduct classification evaluations for General Schedule, SES, SL, and other federal positions.
- Develop new or revised Position Descriptions (PDs), evaluation statements, and related records.
- Conduct desk audits, interviews, and position management reviews, to include responding to requests for accretion of duties.
- Produce classification packages including PD narratives, OF8 cover sheets, FLSA determinations, and coding recommendations that meet FTC accuracy and quality standards.
- Support classification projects such as agency-wide PD updates or classification standard application reviews.
Consultation, Advisory Support & Knowledge Transfer
- Provide expert consultation on complex HR issues, including classification for SES/SL and political positions, where internal FTC staff currently lack sufficient training or OJT experience.
- Offer recommendations for workforce planning, position management, and organizational alignment.
- Assist HCMO in building internal capacity by collaborating with trained but inexperienced classification staff.
Job Requirements and Experience
- Bachelor’s degree (or equivalent experience)
- 10+ years of experience applying federal classification standards and position management principles
- Experience drafting policies, SOPs, and applying OPM standards
- Experience classifying positions at all grade levels and job families
- Experience with SES and SL classification requirements
ADA Requirements
- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
