Under general supervision, the Prevention of Sexual Abuse (PSA) Manager is responsible for the oversight, coordination, and implementation of the organization’s Prevention of Sexual Harassment Program in accordance with federal and agency standards and applicable federal and state regulations. Bilingual Spanish is required.
This role ensures that all federally-funded programs, such as shelters, transitional foster care, and residential care sites maintain full compliance with federal/agency Prevention of Sexual Abuse (PSA) Standards, safeguard the rights and safety of unaccompanied children, and promote a trauma-informed and abuse-free environment.
The PSA Manager serves as the agency’s subject matter expert and point of contact for PSA compliance, investigations, staff training, and corrective actions. The position requires exceptional attention to detail, strong ethical judgment, and the ability to lead sensitive investigations with professionalism and integrity.
Duties and Responsibilities:
- Oversee implementation of federal/agency Prevention of Sexual Abuse (PSA) Standards across all programs.
- Serve as the agency’s primary liaison to federal/agency on all matters related to PSA compliance and reporting.
- Ensure all staff, contractors, and volunteers understand and adhere to zero-tolerance policies for sexual abuse, sexual harassment, and retaliation.
- Maintain comprehensive records of PSA compliance activities, including training, audits, investigations, and corrective actions.
- Coordinate and monitor adherence to PSA standards during monitoring visits, state licensing inspections and internal audits.
- Lead the organization’s PSA Committee, ensuring cross-departmental collaboration on prevention and response efforts.
- Develop, implement, and update PSA training curricula for all staff, contractors, and volunteers.
- Conduct or coordinate pre-service, annual, and refresher trainings on sexual abuse prevention, reporting obligations, and trauma-informed care.
- Ensure child-appropriate education is provided to all unaccompanied children regarding their rights, protection from abuse, and reporting processes.
- Evaluate training effectiveness and maintain documentation of completion rates and competency checks.
- Receive and promptly respond to all allegations of sexual abuse, harassment, or misconduct in accordance with federal/agency, Health and Human Services (HHS)/Administration for Children and Families (ACF), and state reporting requirements.
- Coordinate internal investigations, ensuring neutrality, confidentiality, and compliance with all regulatory timelines.
- Collaborate with law enforcement, child protective services, and Federal Field Specialists (FFS) on incident response and resolution.
- Ensure that alleged victims receive appropriate protection, medical care, mental health services, and support during investigations.
- Track and analyze incident trends to inform prevention strategies.
- Conduct regular audits and facility walkthroughs to assess PSA compliance and identify risk factors.
- Monitor adherence to reporting protocols, supervision requirements, and facility safety standards.
- Develop corrective action plans (CAPs) in response to internal findings or external monitoring results.
- Prepare detailed reports for leadership summarizing trends, root causes, and recommended improvements.
- Promote a culture of accountability, transparency, and continuous quality improvement.
- Partner with HR, Compliance, and Program Directors to ensure consistent application of PSA standards across all departments.
- Participate in strategic planning related to safety, risk management, and compliance initiatives.
- Serve as an advisor to executive leadership on emerging trends and best practices in child safety and abuse prevention.
- Engage in community partnerships and interagency collaborations to strengthen prevention and response efforts.
- Participate in and provide support groups and classes to the community and clients of the agency. (based on position)
- Maintain a welcoming environment for families and other community partners.
- Ensure compliance with HIPAA and PII privacy and security requirements.
- As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other AGH programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.

Hiring Rate of Pay: $32.50 per hour

Bachelor’s degree in Social Work, Psychology, Criminal Justice, Public Administration, or related behavioral science field.
Or
Bachelor’s degree in Business Administration or Management AND at least 1 year of experience working
with child welfare standards, best practices, or quality assurance or compliance.
- At least 5 years of experience in child welfare, compliance, investigations, or risk management, including 2 years in a supervisory or leadership capacity.
- Demonstrated experience implementing or managing sexual abuse prevention or compliance programs in a regulated environment (preferably federal/agency, child welfare, or juvenile justice).
- Bilingual Spanish is required.
- Strong understanding of federal/agency PSA Standards, child protection laws, and mandatory reporting requirements.
- Exceptional written and verbal communication skills, including report writing and documentation.
- Proven ability to handle sensitive, confidential, and emotionally charged issues with professionalism.
- Familiarity with 2 CFR 200, HHS/ACF grant compliance, and state licensing standards (preferred).
- Certification or training in sexual abuse prevention, forensic interviewing, or trauma-informed investigation.
- Be able to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice.
- Must be available full-time and able to adjust work day/work week to provide services when clients and families need them, which can routinely include evenings and occasionally weekends, in order to ensure coordination and continuity of services.
- Demonstrate the Understanding of the importance of compliance with HIPAA privacy practices.
- Ability to work independently and as part of a team, strong conflict resolution, communication and organizational skills; with great attention to detail.
- Ability to adhere to our attendance and punctuality policy.
- Must pass and remain current in CPR/First Aid.
- Must be able to effectively utilize computers and basic computer software.
- Must meet Licensing (or contract if not FFA position) and insurance requirements.
- Must have a valid Driver’s License and a good driving record. Must be at least 18 years old with at least 2 years of driving experience.
- A Greater Hope includes all employees in the DMV pull notification process, notifying AGH of infractions throughout the process.
- All Employees are required to report all arrests within 48 hours of arrest as per Licensing requirements.
- Must pass a drug screen, physical exam, and Tuberculosis skin test.
- A Greater Hope participates in E-Verify and will verify your Social Security Number.

Additional Qualifications
This position is funded through a federal cooperative agreement. Continued employment is contingent upon continued grant funding, federal/agency approval (when applicable), and continued compliance with all federal/agency, licensing, and A Greater Hope personnel requirements.
As a condition of employment, the successful candidate must:
- Meet all minimum qualifications established by federal/agency and A Greater Hope for the position.
- Successfully obtain and maintain a Federal/Agency Suitability Determination, including all required background investigations and clearances, prior to having contact with unaccompanied children.
- Successfully complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint-based clearances, and other background screenings required by federal/agency, Community Care Licensing (CCL), and A Greater Hope.
- Successfully complete all required Federal/Agency pre-service, onboarding, annual, and ongoing training within required timeframes.
- Demonstrate the ability to provide trauma-informed, culturally responsive, and child-centered services to unaccompanied children.
- Bilingual proficiency in English and Spanish is required for positions designated as bilingual and may be verified through A Greater Hope's language proficiency assessment process.
- Provide documentation of all required immunizations and authorize A Greater Hope to obtain and verify immunization records through the California Immunization Registry (CAIR), as applicable.
- Successfully complete and maintain all required health screenings, physical examinations, tuberculosis (TB) clearance, immunizations, vaccinations, and other medical requirements established by federal/agency, Community Care Licensing (CCL), applicable law, or A Greater Hope policy.
- Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment.
- Comply with all applicable federal/agency policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and A Greater Hope policies and procedures as a condition of employment.
