About the Role
We are seeking a Proposal Manager to lead the development of compliant and compelling federal government proposals. This role is responsible for the full life cycle of the proposal process including analyzing the opportunity through submission and follow-up/prep for next stage opportunities. This position will work closely with company leadership, operations, subject matter experts, partners, and others.
This is a fully remote position based in the United States.
Responsibilities
- Manage proposal development activities and coordinate the development of high-quality, compelling, and compliant proposal responses.
- Collaborate with company leadership, technical leads, business development, human resources, contracts, pricing, and operations throughout the proposal lifecycle.
- Oversee proposal production activities, manage schedules/plans, develop outlines, review content and pricing, monitor resources/assignments, track, and action issues.
- Maintain version control and ensure proposal files are organized, current, and properly archived throughout the proposal lifecycle.
- Ensure consistent, efficient implementation of processes and best practices.
- Analyze Request for Proposal or Quote (RFP or RFQ) requirements and prepare responses to formal solicitations and informal requests for information.
- Ensure proposal compliance with solicitation requirements, FAR provisions, page limitations, evaluation criteria, and submission instructions.
- Draft, edit, and integrate proposal content, maintain boilerplate, and incorporate approved win themes throughout proposal responses.
- Gather information to include in proposals, conduct internal subject matter expert and client research.
- Plan, coordinate, and lead proposal kick-off meetings, status updates, and color team reviews.
- Manage schedules and proposal contributors to ensure 100% on-time delivery.
- Facilitate after-action debriefings, summarize recommendations for improvement, and apply lessons learned.
- Support capture and business development activities through proposal planning, competitive research, and proposal strategy discussions.
- Support identification and incorporation of win themes, discriminators, and customer-focused messaging.
- Monitor federal procurement portals (e.g., SAM.gov, GovWin, PIEE, FedConnect) for new opportunities, amendments, and solicitation updates.
- Participate in pipeline, bid/no-bid, and business development meetings.
- Coordinate proposal efforts involving subcontractors, teaming partners, and joint venture partners.
- Coordinate electronic proposal submissions through government portals including PIEE, DoD SAFE, and other agency submission systems.
- Support Sources Sought Notices, Requests for Information (RFIs), and other pre-solicitation responses.
- Establish and maintain proposal workspaces, document libraries, and file structures within SharePoint including resumes, project descriptions, past performance, corporate qualifications, templates, graphics, and boilerplate.
- Maintain personnel qualifications, certifications, licenses, and CPARS databases to support proposal development.
- Maintain customer, teaming partner, subcontractor, and agency contact databases.
- Assist with development and maintenance of capability statements, qualifications packages, and other marketing collateral.
- Edit proposals, technical documents, project management plans, and other business development documents for grammar, consistency, readability, and compliance.
- Recommend improvements to proposal processes, templates, and knowledge management resources.
Required Experience and Skills
- 2-5 years of experience in federal government proposal management, or equivalent educational/certification experience.
- Experience supporting federal government proposals, including small business, SBA socioeconomic programs (8(a), HUBZone, SDVOSB, WOSB), or Alaska Native Corporation (ANC) contracting environments preferred.
- Experience supporting environmental, facilities, engineering, construction, or professional services contracts preferred.
- Experience applying the Shipley process or training preferred.
- Experience managing multiple concurrent proposal efforts, including IDIQ task orders and quick-turn responses.
- Ability to maintain a flexible schedule especially during peak proposal activity (June through September).
- Knowledge of the Federal contracting environment and procurement cycles, including knowledge of proposal-related jargon and terminology; FAR expertise preferred.
- Proficiency in Microsoft Office Suite (including Outlook, Teams, Word, Excel, SharePoint, and PowerPoint), Monday.com, and Adobe Acrobat.
- Experience with SAM.gov, GovWin, PIEE, FedConnect, or similar federal procurement portals.
- Experience using AI-assisted tools to improve proposal development, editing, compliance review, or content management is a plus.
- Self-driven with ability to self-manage, take direction, and proactively run with tasks.
- Excellent organizational skills and ability to manage competing priorities in a fast-paced work environment, with time management, attention to detail, and problem-solving skills.
- Excellent writing and editing capability and ability to synthesize and analyze material quickly and effectively.
- Ability to thrive in a small company or start-up environment.
- Flexibility and ability to adapt to quickly changing priorities.
Education and Training
- Bachelor's degree in Business, Communications, English, Marketing, or a related field is required.
- APMP professional certification preferred.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer; participate in virtual meetings.
- May need to lift up to 25 pounds occasionally.
