POSITION SUMMARY:

The Talent Acquisition Manager is responsible for leading the organization's talent acquisition strategy and full-cycle recruitment operations. This role develops and implements effective recruiting practices, ensures compliance with applicable employment laws and regulations, and drives process improvements that enhance efficiency, candidate experience, and hiring outcomes.

ESSENTIAL JOB FUNCTIONS:

  1. Develops and executes strategic recruiting initiatives aligned with organizational goals, workforce planning, and talent needs.
  2. Leads the design, implementation, and continuous optimization of sourcing, screening, interviewing, selection, pre-employment, and onboarding processes to ensure efficiency and compliance with all applicable federal, state, and local employment laws and regulations.
  3. Establishes, monitors, and analyzes key talent acquisition metrics to inform strategy, improve hiring outcomes, enhance the candidate experience, and measure the team’s performance.
  4. Manages the team’s workload distribution and optimizes team resources to meet hiring demands, including managing a requisition workload.
  5. Drives continuous process improvement initiatives that increase efficiency, reduce time-to-fill, and enhance the candidate experience.
  6. Conducts regular coaching and alignment meetings with team member(s) to proactively resolve recruitment challenges.
  7. Applies applicant tracking system knowledge and experience to identify opportunities to further optimize the existing technology and enhance the experience with a focus on innovation and continuous improvement.
  8. Develops creative sourcing strategies and talent pipeline initiatives to proactively source and attract qualified candidates, particularly for hard-to-fill positions.
  9. Establishes credibility across the organization through responsiveness, collaboration, and effective problem-solving.
  10. Develops comprehensive job descriptions in collaboration with hiring leaders to reflect the role requirements.
  11. Provides training and guidance to leaders on recruitment best practices and processes, interviewing, and compliance requirements.
  12. Maintains current knowledge of employment laws and regulations through ongoing research, professional development, and continuing education.
  13. Leads employer branding initiatives in partnership with the Marketing and Communication Team to attract top talent.
  14. Monitors industry trends, best practices, and emerging talent acquisition technologies to drive innovation and maintain a competitive talent acquisition strategy.
  15. Actively participates in the assessment of current and future vendor relationships, and manages vendor relationships to ensure optimal systems, execution, budget, and compliance.
  16. Demonstrates behavior that is professional, ethical, and accountable.
  17. Operates with a high level of integrity and the ability to maintain strict confidentiality.
  18. Reliable, consistent, on-site attendance is a requirement. This position requires dependable attendance in order to meet the needs of the business, including attending and participating in meetings and presentations.


SUPERVISORY RESPONSIBILITIES:

Manages one (1) or more direct reports by providing guidance and/or oversight to employees and/or contractors. Develops and maintains roles, responsibilities, and expectations. Practices performance management in support of employee development, and performs administrative duties associated with being a people manager. Responsibilities include interviewing, planning, assigning, directing work, and resolving problems. Responsibilities also include sponsoring and participating in and/or supporting project teams sponsored by other management team members.

Requirements

QUALIFICATIONS:

Education/Experience:

  • Bachelor's degree from an accredited four-year college or university in Human Resource Management or a closely related field and 5-7 years of recruitment experience, or a combination of education and relevant experience
  • 3-5 years of experience with in-house recruiting for all levels of the organization (entry level to executive level) 
  • Experience sourcing passive candidates
  • 2-3 years of people management experience
  • Experience with Applicant Tracking Systems
  • Bilingual (Spanish/English) preferred


Certificates, Licenses, and Registrations:

  • PHR or SHRM-CP certification (strongly preferred)
  • Must have reliable transportation, a valid driver’s license, and insurance.

  • Skills in preparing presentations

PHYSICAL REQUIREMENTS:

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of the job, the employee is required on a daily basis to analyze and interpret data, communicate, and remain in a stationary position for several hours in a workday; and frequently access, input, and retrieve information from the computer and other office productivity devices. The employee is regularly required to move about the facility. The employee must frequently lift/move up to 10 pounds and occasionally lift/move up to 40 pounds.


WORK ENVIRONMENT:

The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While the job is generally performed in an enclosed office environment, the employee is occasionally exposed to wet and/or humid conditions, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).


TRAVEL REQUIRED:

Travel is required for this position (up to 5% of the time and on a domestic basis within our 18-county service area). 


This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
