Job Summary:
The Director of Human Resources develops policies, directs, and coordinates human resource activities, such as employment, compensation, labor relations, new hire orientation, training, and employee services by performing the following duties personally or through subordinate supervisors. Additionally, he/she is responsible for functioning well as a member of the multidisciplinary team. The Human Resources Director serves as a member of the Administrative Team.
Supervisory Responsibilities:
- Supervises Human Resources employees.
Work Environment:
This position has an OSHA Category III level of exposure to blood and body substances. The normal work routine involves no exposure to blood, body fluids, or tissue (although situations can be imagined or hypothesized under which anyone, anywhere might encounter potential exposure to body fluids). People performing these duties are not called upon as part of employment to perform or assist in emergency medical care or first aid or to be potentially exposed in some other way. Tasks involving handling of implements or utensils, use of public or share bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
Duties/Responsibilities:
- Participates with the Administrative Team in the overall direction and goal setting for the hospital, including budget, strategic plan, operational plans and allocation of human resources, in an effort to support the hospital’s mission and values.
- Assist with coordinating and/or facilitating community wide educational activities for the hospital.
- Assists in preparation of and administers the fiscal budget for Human Resources Department.
- Assures mechanisms are maintained to provide effective communication with the different departments.
- Ensures there are effective mechanisms for recognizing staff performance and expertise, to include reward and recognition processes and tie into the performance evaluation process, supporting customer service and the hospital’s mission.
- Collaborates with deans/directors of schools/universities/directors of health sciences to influence curriculum decisions and develops agreements with education precepting agencies for the use of clinical facilities by students.
- Represents Mizell Memorial Hospital at community, area, state, and national level, serving as a resource for other businesses and organizations in regard to healthcare.
- Coordinates hospital-wide orientation program, and provides support to department managers, as needed, for orientation process.
- Completes evaluations on reporting personnel.
- Assists in evaluating personnel, as indicated, for promotion or transfer.
- Assists in the investigation of employee incidents and reviews results of all investigations to help determine opportunities for improvement.
- Advises and directs counseling, disciplinary action of employees and termination when necessary.
- Provide guidance on job classifications and postings to ensure policies and procedures are followed in filling positions. Job vacancies are placed in the media, posted on the internet and other job posting areas to help identify and recruit candidates.
- Assist in filling vacant positions in departments from receiving applications, interviewing, testing, physicals, sign-up, making offers, reference checks, etc.
- Creating/Updating departmental position job descriptions.
- Creating/Updating and Administering Human Resource Department policies and procedures. Interpret policies and procedures for appropriate staff to effectively resolve Human Resources issues.
- Assists with creating/updating other administrative policies and procedures.
- Advise management and staff on Human Resources issues.
- Ensures all FMLA leaves are administered in accordance to federal and state regulations and laws and assist managers with interpretation.
- Administer Worker’s Compensation policy and procedures for all employees as regulated by federal and state laws.
- Complete salary surveys to analyze wage and salary report and data to determine competitive compensation plans. Assist with the salary administration program to ensure compliance and equity within the organization.
- Advise and administer the Benefits Program for all MMH employees.
- Prepare reports turnover costs by department and for management to compare with he overall hospital budget.
- Compiles data from personnel records and prepares reports.
- Serves on the Safety Team to report OSHA regulations and help reduce Worker’s Compensation Costs and lower incident rate. Provide reports as regulated by federal and state laws.
- Serves on Gala steering committee.
- Generally responsible for managing and overseeing the implementation, operation, and regular review and evaluation of the Compliance Program.
- Ensure the Hospital’s implementation of and compliance with the Compliance Program is properly documented.
- Performs other related duties as assigned.

Education and Experience:
- Bachelor’s degree preferred
- Associate degree with 2 years’ HR experience or combination education and experience required
- A minimum of five years’ administrative experience with demonstrated competency in management and leadership skills preferred.
Physical Requirements:
Must be able to walk, stand, stoop, lift, balance, sit, kneel, reach, pull, talk, see, turn, carry, push, handle and write. This job requires you to reach above the head, push/pull 5 lbs, lift/carry up to 15 lbs, and lift from floor and waist level.
