Position Summary
The Human Resources Assistant provides administrative and operational support to the Human Resources Department, helping ensure Human Resources programs, policies, and practices align with PRCC's mission, values, and strategic objectives. This position supports employee lifecycle activities, maintains Human Resources Information System (HRIS) records, assists with regulatory compliance, coordinates onboarding and training activities, and contributes to Human Resources projects and initiatives.
The ideal candidate is highly organized, detail-oriented, customer service-focused, and committed to maintaining the highest standards of confidentiality, professionalism, and regulatory compliance. This position requires compliance with The PRCC's Employee Handbook, including its Standards of Conduct, all policies and procedures, and Regulatory Compliance requirements. Compliance will be considered as part of the regular performance evaluation.
Essential Duties and Responsibilities
Human Resources Information System (HRIS) & Employee Records
- Maintain employee personnel files and Human Resources records within the Paylocity Human Resources Information System (HRIS).
- Ensure employee records are complete, accurate, and maintained in accordance with organizational policies and applicable federal, state, and local regulations
- Generate Human Resources reports and conduct routine audits to ensure data integrity and system accuracy.
- Process employee data updates and maintain Human Resources documentation throughout the employee lifecycle.
- Safeguard confidential employee information and maintain strict confidentiality at all times.
Compliance and Regulatory Support
- Assist with employment compliance activities, including background check tracking and timely completion of Form I-9 employment eligibility verification.
- Monitor compliance with applicable federal, state, and local employment laws and regulations.
- Assist in preparing, maintaining, and submitting required regulatory reports and documentation, including those related to:
- Equal Employment Opportunity (EEO)
- Americans with Disabilities Act (ADA)
- Family and Medical Leave Act (FMLA)
- Occupational Safety and Health Administration (OSHA)
- U.S. Department of Labor (DOL)
- Employee Retirement Income Security Act (ERISA)
- Support the review and revision of Human Resources policies, procedures, and employee handbook content to ensure compliance with employment laws and Human Resources best practices.
- Assist with internal audits and compliance initiatives as assigned.
Employee Onboarding & Human Resources Support
- Coordinate onboarding activities for new employees, including orientation scheduling and required employment documentation.
- Provide administrative support for Human Resources initiatives, employee engagement activities, training programs, and departmental projects.
- Assist employees with general Human Resources inquiries and direct them to appropriate resources.
- Support recruitment, hiring, and other Human Resources functions as needed.
Organizational Participation
- Attend departmental, program-specific, and organization-wide meetings, including biweekly Directors' Meetings and the PRCC General Assembly.
- Participate in annual organizational events, including:
- Puerto Rican People's Parade
- Fiesta Boricua
- Three Kings Day Celebration
- Haunted Paseo Boricua
- Other organizational events as assigned
Organizational Compliance
Employees are expected to comply with all PRCC policies, procedures, Standards of Conduct, and applicable regulatory requirements. Adherence to these standards will be evaluated as part of the organization's performance management process.
Minimum Qualifications
- A Bachelor's degree in Human Resources or Business Administration.
- One (1) to three (3) years of Human Resources, administrative, or related professional experience preferred.
- Experience working with Human Resources Information Systems (HRIS); Paylocity experience strongly preferred.
- Proficient in Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.

- Bilingual in English and Spanish preferred.

Working Conditions & Physical Requirements
OSHA Exposure Classification: Category III
This position does not involve routine exposure to blood, body fluids, or other potentially infectious materials. Exposure to such materials is not a condition of employment.
