Position Overview

Chartis Federal is seeking an accomplished federal Classification Specialist to solve complex position management and classification challenges for the U.S. Coast Guard Office of Civilian Human Resources. The specialist will translate organizational needs into defensible position descriptions and evaluation statements, advise stakeholders, and help ensure consistent application of OPM, DHS, and Coast Guard standards. 


This position is contingent upon contract award. 


Duties and Responsibilities

  • Analyze and tentatively classify position descriptions (PDs) and associated evaluation statements in accordance with OPM classification standards and guides. 
  • Apply the Factor Evaluation System (FES), General Schedule Supervisory Guide, General Schedule Leader Grade Evaluation Guide, Federal Wage System supervisory and leader guides, and other applicable standards. 
  • Compare proposed PDs with comparable positions and governing standards to promote consistency and defensible grade determinations. 
  • Prepare clear advisory and evaluation statements, including documentation supporting precedent-setting or complex classification decisions. 
  • Conduct or support job evaluations and collaborate with subject-matter experts, command staff advisors, and organizational-change stakeholders. 
  • Draft, edit, and modernize PDs; incorporate approved language; and prepare workforce profiles and related classification products. 
  • Enter and maintain classification documents and data in the Coast Guard position classification system using Government-Furnished Equipment (GFE) and client-secured networks. 
  • Deliver accurate, timely classification products that comply with OPM, DHS, and Coast Guard policy and require no more than minor revision. 
Requirements
  • At least six years of experience providing federal classification support comparable to the services described above. 
  • In-depth knowledge of federal position description writing, OPM classification standards, and position evaluation methods. 
  • Demonstrated experience applying FES and relevant supervisory, leader, General Schedule, and Federal Wage System classification guidance. 
  • Ability to research and interpret federal policy, regulations, and directives and apply them accurately to classification actions. 
  • Strong analytical writing, consultation, and written and verbal communication skills. 
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook. 
  • Ability to read, write, speak, and understand English fluently. 
  • Ability to successfully complete a Tier 1 background investigation and obtain and maintain the required Public Trust determination and Common Access Card (CAC). No Secret or higher-level clearance is required.
