General Statement of Duties
The Chief Financial Officer will be instrumental in helping the organization rebuild and strengthen its financial foundation. This role will require a hands-on leader who can assess current financial challenges, implement effective fiscal strategies, and help position the organization for long-term stability and sustainability.
The Chief Financial Officer (CFO) will plan, perform, and oversee the direction of the fiscal operations for La Pine Community Health Center. The CFO will be responsible for audit preparation and reporting, financial analysis, grant management, budget development and monitoring, oversee accounts receivable, accounts payable, payroll, asset management, financial forecasting, all financial reporting, The position’s core functions include maintaining an adequate system of accounting records, a comprehensive set of controls, policies and procedures designed to mitigate risk and ensure compliance with all state and federal regulatory requirements.
This position is responsible for highly sensitive matters and the employee must maintain confidentiality.
Supervisory Responsibilities
This position will supervise financial and/or billing staff as assigned and will be responsible for ensuring all staff appropriately and professionally perform their duties and meet the qualifications of their positions. With the assistance of the Human Resource department, the CFO will hire, coach, counsel, train, discipline or dismiss personnel as required.
Responsibilities and Essential Functions
• Maintains and enforces a documented system of accounting policies and procedures.
• Oversee the operations of the accounting functions, provide leadership and support to departments and maintain a rapport with staff to achieve the finance department’s goals and objectives.
• Acts as a point of contact for outsourced functions and contracted services related to financial matters.
• Reviews accounting functions and outputs, including accounts payable, cash disbursements, receivables, payroll, and general ledger entries.
• Reviews and prepares monthly financial statements and reports to the Board of Directors in a timely and informative fashion.
• Develop a system of cross-communication with Managers for programming financial and budget monitoring. Performs budget reconciliation conversations with departments as needed.
• Performs internal audit functions on cash, disbursements, and grant activities.
• Performs internal audits as needed on accounts payable disbursements including but not limited to employee benefits, payroll, vendors, and contracted personnel.
• Ensures compliance with state and federal regulations for all business filings; including but not limited to quarterly tax reports, business and operating taxes, and personal and property taxes.
• Prepares finance reports including but not limited to: State Medicaid Wraparound, Medicare Cost Reporting, Medicare Credit Balance Reporting, Out Stationed Outreach Workers, etc.
• Reviews daily cash receipts, bank deposits, and reconciliations of the financial accounting system and subsidiary accounting system; including but not limited to the patient account system, pharmacy account system, fixed asset system, and credit card systems.
• Approves patient collection accounts and patient refunds within electronic medical records system.
• Completes cash flow analysis to achieve internal reporting metrics.
• Preparation and scheduling of the annual financial audit, regulatory audits, internal audit, and other such functions that the CFO deems appropriate.
• Insurance contracting and benefit oversight.
• Participate in LCHC Strategic Planning process assisting with development of long and short-term goals for the organization.
• Active member of the management team.
• Recommend wage and salary modification for LCHC employees.
• Other duties as assigned.
Minimum Qualifications and Other Essential Functions

· Bachelor’s degree in accounting or a related field
· Accounting experience required with a proven work history of hands-on accounting responsibility.
· Payroll experience.
· Experience supervising and leading staff.
· Proficient with general ledger accounting systems.
· Ability to prepare and interpret financial and statistical reports.
· Strong analytic and problem-solving skills.
Preferred Qualifications
· Intermediate or advanced knowledge of Microsoft Office Products: Excel, Outlook, Word, and Power Point
· Knowledge of Federally Qualified Health Centers
· Five years’ experience as a Chief Financial Officer
· Certified Public Accountant.
Physical Demands Required to Fulfill Essential Functions of this Position
Employee must be able to: sit or stand for long periods of time; focus on tasks while in an active office environment where conversation and noise is prevalent; operate a keyboard, write, speak, and hear; read small print both on paper and on a computer screen for long periods of time and, occasionally lift up to 20 pounds.

· Work beyond normal working hours, including weekends, if applicable and when required
Working Conditions
There may be exposure to airborne and blood-borne pathogens, and hazardous materials. This position may include working remotely.
