Description

The CCS & CSS Administrator plans, directs, supervises, and coordinates JFS CCS and Community Case Management programs, including Jewish Community Case Management (JCCM), Disabilities Case Management (DCM), Community Resource Program (CRP), and Social Services for Russian Speakers (SSRS). This role oversees staff records, documentation, and file maintenance to ensure compliance with federal, state, local, contract, and grant requirements, as well as agency policies, procedures, and best practices. 

The CCS & CSS Administrator supports program maintenance and growth through strategy, marketing, quality control, productivity oversight, data analysis, and clear project management objectives. This position also assists with surveys and data collection for agency programs and services as requested and reports to the Director of Clinical and Community-Based Services. 


Duties and Responsibilities

  • Supervise program personnel, provide orientation and training, plan work assignments, establish and maintain individual and program performance goals, and complete and oversee staff performance evaluations; recruit, interview and hire job candidates.
  • Maintain and monitor credentialing status of CCS staff (including own status) to ensure continued compliance with underlying service contracts and regulations.
  • Maintain compliance with all levels and forms of consumer confidentiality.
  • Represent JFS and the CCS program to Milwaukee County, community groups, funding sources, contracting and regulatory agencies, referral sources and professional sources. Act as the liaison between the contracting agencies, other agencies and organizations, and JFS.
  • Maintain full compliance with all documentation, reporting and service delivery requirements with related contracts, agreements, etc.
  • Act as CCS Mental Health/Substance Abuse Professional (if qualified) when staff is not available for consultations.
  • Monitor and maintain database systems and consumer records, in compliance with county, state and federal requirements.
  • Monitor billing eligibility for all CCS consumers to ensure compliance with Medicaid expectations
  • Evaluate and implement all DHHS, CARS and CCS policies in place per DHS 36 statute.
  • Coordinate community programming at JFS Housing Properties and at Habush House, Surlow Apartments, Sandy Naimon Breakfast Club and at other locations in the Milwaukee community as required. 
  • Coordinate the creation and distribution of schedules, calendars, fliers, etc. for scheduled activities, events, outings, etc. on a monthly basis. 
  • Accept other duties and responsibilities as assigned.


Requirements

Qualifications/Requirements:

  • Possess a Master's Degree in Clinical Psychology, School or Educational Psychology, Counseling and Guidance, Counseling Psychology or Social Work preferred;
  • Completed 3000 hours of supervised clinical experience where the majority of clients are children or adults with mental disorders or substance-use disorders preferred;
  • Valid Wisconsin license from one of the following Examining Boards: Social Work (preferred), Marriage and Family Therapy or Professional Counselors (LCSW, LMFT, LPC), and be in good standing with their Licensing Board preferred;
  • Meet the requirements of the CCS Mental Health Professional as described in WI Chapter DHS 36.10 (b) (1) and (3). 
  • Meet the requirements of a Substance Abuse Professional as described in WI Chapter DHS 36.10 (b) (1) and (3). SAC credentials are preferred.
  • Meet the requirements of a Substance Abuse Counselor. Credentials are preferred.
  • At least 2 years of case management experience with adults and/or youth; CCS experience is preferred.
  • At least 1 year of case management supervision experience with demonstrated increasing levels of successfully executed responsibility.
  • Meet the requirements of a Substance Abuse Counselor (SAC) (DHS 75.02 (84) credentials are preferred, but not required.
  • Working knowledge of and/or experience in various case management systems (TCM, CSP, Wraparound Milwaukee, My Choice Family Care, etc.) is preferred, but not required.
  • Demonstrated leadership ability; display and maintain high standards of professional conduct for self and staff.
  • Excellent interpersonal, organizational, critical thinking, problem solving, creative and independent thinking skills.
  • Excellent verbal and written communication skills.
  • Demonstrated clinical and cultural competency necessary to carry out assigned job responsibilities.
  • Ability to interact effectively with consumers, agency staff, and other community professionals within a team concept.
  • Knowledge of CCS and community resources and services.
  • Familiarity with Electronic Health Record (EHR) management systems.
  • Proficient in computer use, Microsoft Office applications, service provider documentation systems, etc.

General

  • Valid driver’s license, access to reliable vehicle, and automobile insurance coverage throughout employment and successfully pass MVR and insurability check required.
  • Knowledge, understanding, and/or willingness to learn Jewish culture and traditions and those of the Agency population as necessary.
  • Must successfully pass a criminal background check with the Wisconsin Department of Justice and a caregiver background check with the Wisconsin Department of Health Services, the Department of Children and Families and the Department Safety and Professional Services. 
  • Must pass a Dru Sjodin National Sex Offender and Wisconsin Sex Offender Registry screening.
  • Documentation, or verified medical exemption, of immunizations and screening: Tuberculosis, Flu, Measles, Mumps, Rubella, and Varicella (Chicken Pox)
