Benefits and Payroll Administrator
Description

 The Benefits and Payroll Administrator is responsible for supporting the accurate and timely administration of payroll and employee benefit programs. It serves as a resource for employees regarding payroll, benefits, leave administration, and HRIS-related inquiries. The Benefit and Payroll Administrator helps ensure compliance with federal, state, and local regulations while maintaining the confidentiality of employee information.

Benefits Administration

  • Participate in the design, implementation and administration of Company benefit programs
  • Guide employees, managers, and other stakeholders on benefit eligibility, plan provisions, regulatory compliance, etc., escalating complex issues as needed.
  • Perform benefit enrollments, changes, and terminations directly into vendor portals and Paylocity HCM. 
  • Coordinate and maintain benefit carrier connections within Paylocity HCM.
  • Develop and conduct benefit orientation sessions for new hires.
  • Collaborate with stakeholders to optimize benefits offerings and deliver a positive employee experience.
  • Coordinate monthly billing, ensuring accurate and timely processing and reconciliation.
  • Coordinate annual open enrollment coordination, communication, validation and testing. 
  • Maintain accurate knowledge of emerging trends and provide analysis and recommendations.
  • Assists with HR projects, audits, implementation and employee communications.
  • Ad hoc report preparation as needed 
  • Performs other duties as assigned.

Payroll Administration

  • Assist in the processing of bi-weekly and off-cycle payrolls accurately and on schedule
  • Maintain employee payroll records, tax withholding elections, direct deposit information, and earnings histories within the Paylocity HMC software platform.
  • Review and audit timekeeping records, wage calculations, deductions, and payroll reports.
  • Assist with the preparation and processing of payroll-related filings and reports.
  • Support year-end payroll activities including W-2 processing and auditing. 
  • Ensure compliance with wage and hour laws, tax regulations, ERISA, ACA, HIPAA, and applicable state requirements.

Required Competencies

  • Absence management (Workers Comp, COBRA, STD/LTD, MAPFML, etc.)
  • Clearly and concisely communicate both orally and in writing, in English.
  • Able to maintain confidentiality of sensitive employee information.
  • Excellent analytical skills to apply functional knowledge to problem solve and identify areas for improvement.
  • Excellent customer service and interpersonal skills.
  • Able to streamline and automate processes to improve efficiencies with minimal oversight.
  • Proven track record of handling complex benefits programs, e.g., self-insured plans, benefits open enrollment and plan design changes and implementation.

Supervisory Responsibility
This position has no direct reports.


Work Environment.

This job operates in a professional, open-concept, office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

Position Type/Expected Hours of Work
This is a 40-hour per week, full-time, onsite, non-exempt position. Hours and work days are Monday through Friday, 8:00am – 5:00pm.


Travel

Infrequent local travel may be required


Required Education and Experience 

· Bachelor’s degree in Human Resource Management, Business Administration or related field, and/or equivalent work experience.

  • Minimum 5 years of benefit administration experience
  • Experience working in a non-union, manufacturing environment      preferred
  • Solid understanding of employee wage and hour and benefit laws and regulations including FLSA, COBRA, ERISA, HIPAA, ACA and other federal and state regulations. 
  • Experience with leave administration including FMLA and PFML.
  • Demonstrated knowledge of enrollment processes, vendor management, and benefits compliance.
  • Solid Microsoft Office (Excel, Word, PowerPoint etc.) knowledge and skills
  • Advanced knowledge and experience with HRIS/HCM systems preferred
