Position Summary
The Community Living Manager - Level 1 provides leadership and oversight for one or more community living sites, supervising all employees assigned to those locations. Classification at the designation is determined by factors such as the number of sites managed, number of program participants, level of support needs, and other relevant complexities.
This position is responsible for training, coaching, appraisal, and assigning work to employees while ensuring the effective coordination and delivery of high-quality, person-centered services for program participants. The Community Living Manager - Level 1 oversees daily operations, maintains accountability for house budgets and program participants' petty cash, and ensures compliance with corporate policies and regulatory requirements.
MINIMUM QUALIFICATIONS
1. A bachelor's degree or higher from an accredited college or university and one (1) year of experience working directly with persons with an intellectual disability or autism; or An associate's degree or 60 credit hours from an accredited college or university and two (2) years of experience working directly with persons with an intellectual disability or autism; or A high school diploma or General Educational Development (GED) certificate and four (4) years of experience working directly with persons with an intellectual disability or autism.
2. Demonstrated leadership and supervisory skills.
3. Experience developing and implementing person-centered outcomes.
4. Experience administering-skill assessment instruments and interpreting results.
5. Experience in the design and implementation of comprehensive, individualized program plans.
6. Excellent verbal and written communication skills.
7. Proficiency with Microsoft Office Suite.
8. Strong organizational skills and the ability to work independently.
9. Ability to represent ProBerco professionally in all settings.
10. Valid Pennsylvania driver's license.
DUTIES AND RESPONSIBILITIES
1. Provide a supportive, caring, safe, and home-like environment by attending to individual needs, respecting differences, and supporting growth and independence.
2. Assist each program participant with personal hygiene, dressing, eating, and all other activities of daily living.
3. Ensure that program participants' emotional, physical, or medical needs are being met. Address concerns regarding health, safety, and well-being of program participants.
4. Assist with the referral process including visitations and pre-admission meetings; orientation of program participants and family/guardian; and completion of all paperwork and tasks in accordance with· regulatory requirements.
5. Implement individual program planning: including completion of Annual and Quarterly review forms; establishing, developing, writing, implementing and monitoring outcomes; including the training of staff and assisting in development of specialized programs.
6. Implement Individual Support Plans (ISPs) and related activities (social, recreational, educational, and developmental). Demonstrate thorough understanding of ISPs and· applicable protocols and ensure staff are well-versed and thoroughly understand all lSPs and protocols.
7. Monitor health, needs of program participants including scheduling and attending annual and occasional appointments, ensuring that all required paperwork is accurately completed and submitted in a timely manner.
8. Coordinate supportive services, including initiating referrals, attending meetings with specialists, reviewing documentation, and reporting concerns to specialists.
9. Adhere to procedures and fulfill all responsibilities related to medication management and administration. as outlined in the Medication Administration Policy. Responsible for ensuring the accuracy of all medication information in the electronic medical administration record. Overall responsibility for the medication management process. Responsible for monitoring medication records at a minimum, three (3) times per week and promptly identifying any potential medication administration errors.
10. Complete and maintain certification in the Medication Administration Train the Trainer course to complete staff observations to ensure compliance with the biannual medication practicums or as needed.
11. Complete HRST training to ensure compliance with updating a program participants' HRST and attend team meetings as needed to discuss service considerations and BMI plans.
12. Address immediate problems of the program participants in collaboration with program staff, referring concerns to the Community Living Director.
13. Assist with completion of in-house orientation of new employees. Monitor and track employee annual training hours to ensure timely completion of all modules.
14. Supervise all personnel assigned to the community living site, including establishing expectations, monitoring performance with on-the-spot feedback and annual appraisals.
15. Conduct regular (at a minimum, monthly) staff meetings to disseminate agency and resident information.
16. Schedule staff and assume responsibility for covering staff shortages and for finding replacement staff in the event of call-offs.
17. Review electronic timecards and ensure timely submission for payroll processing. Effectively manage personnel scheduling to optimize resource allocation and minimize excess overtime. Ensure there is accuracy in timekeeping and correct application of pay codes.
18. Ensure compliance with corporate policies and procedures and regulatory compliance.
19. Complete or ensure completion of all required reports and forms, including medical reports, household budgets and resident expenditures, maintenance and repair requests, incident reporting, programmatic reports, meeting minutes, menus, fire safety compliance, and inventory report forms.
20. Complete Monthly Report Form, in accordance with regulatory requirements. Have all information prepared ahead of scheduled monthly meetings and prioritize completion identified items to minimize potential licensing citations. Be responsive to requests of Quality Assurance Manager to ensure timely completion.
21. Complete internal licensing inspections (monthly) and prepare for annual state licensing.
22. Host visitors.
23. Communicate all relevant program and personnel information to the Community Living Director.
24. Attend meetings and professional development programs as required, with a minimum of 24 training hours each training year.
25. Complete Frontline Supervisor Credentialing through NADSP after a minimum of six (6) months of employment in a frontline manager role.
26. Provide transportation to program participants as needed.
27. In the event of an emergency or extreme staff shortage, the Community Living Manager - Level 1 may be required to serve as sleepover staff.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
• Lifting: Must be able to lift at least 50 pounds independently, and potentially more with assistance when transferring a program participant (e.g., from. a bed to a wheelchair or into a tub).
• Mobility and Movement: This role demands a high degree of physical activity to support program participants in daily living activities and within the community. Required physical actions include but are not limited to:
- Frequent bending, twisting, stooping, squatting, and kneeling
- Standing and walking for extended periods
- Pushing and pulling against resistance
- Reaching, often overhead and to ground level
- Ascending/descending stairs and ramps
- Assisting with transfers (e.g., in and out of vehicles, beds, or baths)
• Personal Care Assistance: The ability to physically assist with personal hygiene and daily living needs, which may involve exposure to bodily fluids, is a necessary part of the job.
