HR & HSE Specialist

The HR and HSE Specialist is responsible for maintaining strong employee relations, managing incidents, administering our safety program and supporting policy compliance with all relevant standards.

This individual is trustworthy and reliable. They need to be motivated by their love for others. To be successful in this position, this employee needs to be able to prioritize workload and clearly communicate when they are overwhelmed or need assistance. Being a team player and willing to pitch in at all levels is extremely important. Proactive communication, sound judgement, and foresight are critical for success in this role.


Essential Functions:

  • Strives to operate and conduct business in consideration of company Mission and Values
  • Recruiting and hiring coordination, including sourcing and interviewing
  • Conducts onboarding and ensure compliant documentation
  • Conducts terminations and supports managers with disciplinary actions
  • Maintains effective, honest, and prompt communication with team members
  • Assist managers in employee development programs
  • Help document and administer performance management program
  • Payroll backup, including certified payroll processing (e.g., Davis-Bacon Related Act) where required by contract
  • Coordinate with the compliance manager on DOE requirements for employee training
  • Implement corporate trainings at all levels (cyber, harassment, contractually required trainings, and federal, state, local requirements)
  • Implement field safety programs: PPE, Drug & Alcohol, Electrical Safety, Lockout/Tagout, driving safety, lifting operations, and environmental reporting
  • Incident investigations and safety audits, including near miss reporting
  • Execute required HSE training and ensure the team holds the certifications required by our customers and internal policy (H2S, OSHA, first aid/CPR, forklift, electrical safety, etc.); plan for and ensure recertification occurs in a timely manner
  • General HR and OSHA compliance across all locations
  • Responds to customer and regulatory HSE audits and information requests

Additional Responsibilities:

  • Manages the safety matrix and all supporting documentation
  • Plans weekly tailgates and trainings
  • Keeps BBSO Program active
  • Administer and Track SSE Program
  • TPS Drug Testing Compliance
  • Coordinates third party annual audits of facilities and manages corrective actions
  • Works with Compliance Specialist and Electricians to develop our electrical safety training and electrical skills development program. This position will be responsible for the writing and execution of the safety portion of the program.
  • Coordinates driver safety training and journey management program
  • Train and serve as emergency backup for bi-weekly payroll processing
  • Coordinates an annual review of the safety manual with management and third party experts
Requirements

Requirements - Knowledge, Skills and Experience:

  • 2-5 years of relevant experience in HR and/or HSE
  • Must be able to travel 4-5 weeks per year to our locations
  •  Bachelor’s degree preferred; relevant experience acceptable in place of degree
  • Ability to balance employee needs with company priorities and business objectives
  • Excellent communication skills, both written and verbal
  • Strong organizational skills and attention to detail
  • This position is not eligible for remote work and must report to the office in New Braunfels, Texas

Physical Requirements:

  • Able to lift up to 25 lbs.
  • Frequent fine manipulation and keyboarding.
  • Able to sit or stand for long periods of time.
  • Occasional field site visits including walking on uneven surfaces in proximity to industrial machinery
