Program Summary
The IRCO IT/IS Department delivers secure, reliable, and high-quality technology solutions that support the Organization’s mission, vision, and values. The department encompasses Information Technology (IT) services—including end-user computing, phones and mobile devices, print and imaging, Microsoft applications, servers, networks, and cybersecurity—as well as Information Systems (IS), which includes case management databases, business process automation, cloud-based application automation, and knowledge management. Together, IT and IS create a unified approach that integrates computing, data, and technical expertise to effectively support IRCO.


Position Summary
The IS Manager’s primary role is to lead IRCO-wide Information System projects and manage planning/operation of IS’s responsibilities (Case Management, Database management, workflow automation and knowledge management). This position requires experience and technical skills to address current and future issues related to IS development environment, development/deployment methodology, as well as delivery of applications/automation solutions. In addition, this position requires project-level experience in leading and communicating requirements and plans with stakeholders as well as planning/coordinating with IS and IT technical specialists and development partners. Also, development experience specifically in Microsoft Office Power platform management and app development knowledge as well as database working knowledge are required. Experience and working knowledge in API as well as cloud application data automation would be preferred.


Essential Functions

  • Plan and manage projects to lead IS development and deployment of solutions.
  • Independently identify and propose solutions to improve IS methods for Microsoft platforms and Apricot case management software.
  • Work across divisions within IRCO and understand the needs of staff in prioritizing projects and deploying solutions 
  • Document and implement procedures for IRCO Staff and IS staff to follow. Understand data governance and develop new prevention measures to address data quality and security. 
  • Improve overall IS management infrastructure (Power App, Power Automate and Case management software) working in collaboration with program owners/partners. 
  • Establish and manage partnership with Program and other service vendors. 
  • Plan and manage budget and expenses to keep in line with planned vs. Actual.
  • Supervise IS staff including providing daily work direction, performance feedback and development of skills/knowledge
  • Travel to local IRCO facilities to install equipment and manage any issues that arise.

Secondary Functions

  • Provide IS training to IRCO users for Case Management and other automation solutions as well as providing direction on new training development.
  • Manage projects on automation through Microsoft platform scripting for automation of the workflow.
  • Engage in skills development and IRCO-based training.
  • Attend required staff meetings; including quarterly All Staff Meetings.
Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Bachelor’s degree or equivalent four-year degree in Computer or IT related area
  • Minimum 5 years of relevant work experience

PREFERRED QUALIFICATIONS:

  • Microsoft Azure cloud and security training 
  • Strong analytical, problem-solving skills
  • Strong interpersonal and organizational skills
  • Ability to communicate effectively in a positive manner verbally and in writing
  • Strong communication skills in a multilingual, multi-background team and organization

Physical, Mental, & Environmental Requirements

  • Hybrid setting job
  • Physical: Positions at this level require some physical efforts or manual labor such as lifting, carrying or constant movement. Positions with regular responsibility for driving are to be placed at least at this level.

Supervisory Responsibilities

Responsible for a full range of supervisory responsibilities, including providing daily work direction, authority to hire, discipline and terminate employees, make pay adjustments, communicate performance appraisals, etc.
