The Human Resources and Recruiting Generalist supports Human Resources and GOBHI's network of Community Mental Health Programs (CMHPs) by assisting with the recruitment and targeted sourcing for behavioral health professionals. The Specialist leads recruitment operations using systems such as Paylocity Recruiting and Bhcareers.org, sources high-quality talent for CMHPs, and sources top-tier candidates and customer-service-driven hiring experience.
Summary of Essential Functions:
Recruitment & Talent Sourcing
- Assists with the recruitment process for assigned roles across GOBHI and CMHP partners: job posting, sourcing, screening, interviewing, offer coordination, onboarding.
- Proactively sources candidates using targeted job boards, professional networks, social media, referrals, and other channels.
- Screens applications and resumes for required qualifications (e.g., licensure, behavioral health experience).
- Conducts phone screens and coordinates further interviews with hiring managers.
- Builds and maintains candidate pipelines for hard-to-fill clinical/behavioral health positions.
- Supports recruitment marketing initiatives to attract diverse and qualified applicants.
- Provide exceptional customer service to candidates – clear communication, timely follow-up, and positive candidate experience.
Hiring Manager & Internal Client Partnership
- Serves as primary recruitment contact for hiring managers within GOBHI and CMHP network.
- Delivers high-level customer service to internal and external stakeholders: understands hiring needs, defines candidate profiles, and advises on recruitment strategy.
- Educate and supports hiring managers in using Paylocity recruiting tools and processes.
- Ensures a responsive, collaborative partnership: timely updates, clear communication, and client satisfaction.
Recruitment Systems & Reporting
- Maintains accurate records in Paylocity and ensures compliance with process and regulatory standards.
- Generates recruiting metrics and reports to monitor time-to-fill, source effectiveness, candidate engagement, and hiring manager satisfaction.
- Recommends process improvements, automation, and best practices to enhance efficiency and service levels.
Compliance & Equity
- Ensures recruitment practices adhere to GOBHI policy, CMHP standards, EEOC, ADA and Oregon Labor Laws.
- Promotes equitable and inclusive hiring practices; contributes to a diverse talent pool.
- Provides customer-service focused communication with all candidates irrespective of outcome.
Coordination & Administrative Support
- Schedules interviews, assessment sessions, site visits as needed; coordinate between candidates and hiring teams.
- Assists in offer creation, background checks, pre-employment screening.
- Maintains a job description library, update as needed.
- Represents GOBHI at virtual/in-person recruitment events, community workforce initiatives – with an emphasis on delivering excellent organizational “front-door” experience.
- Drives to meetings or other GOBHI locations as needed.
- Other duties as assigned.

- Maintains good driving record and required vehicle insurance.
Education and Experience Qualifications:
- Bachelor’s degree in Human Resources, Business, Behavioral Health or related field, or equivalent experience.
- Three years’ experience in recruitment or talent acquisition preferably in behavioral health.
- Experience recruiting for behavioral health, social services, community mental health roles.
- HR certifications (e.g., PHR, SHRM-CP, or Talent Acquisition) preferred.
Physical Demands of Position:
- Prolong periods of sitting at a desk and working on a computer.
- Position requires occasional travel to recruitment events or site visits.
- Physically able to lift up to 10 pounds (materials/equipment).
- Position is located within the state of Oregon.
