Digital Consultants seeks a Public Affairs Specialist to support Government public affairs, strategic communications, stakeholder engagement, and industry outreach activities for the DCMA Blue List Program. The positions provide advisory, communications, and administrative support and will not perform inherently governmental functions, serve as official Government spokespersons, or release official Government communications without Government approval.


Duties to include: 

  • Support Government public affairs, strategic communications, stakeholder engagement, and industry outreach activities for the Blue List Program. Provide advisory, communications, and administrative support to Government public affairs personnel and do not perform inherently governmental functions, serve as an official spokesperson, or release official Government communications without Government approval.
  • Assist the Government in implementing strategic communications, public messaging, outreach materials, industry engagement initiatives, digital communications, and other communication products supporting the Blue List Program and Government public affairs objectives.
  • Develop multimedia products, including professional photography, videography, graphic design, presentations, digital content, technical articles, program publications, correspondence, social media content, and other communication materials in support of Government public affairs objectives. 
  • Assist the Government in planning, coordinating, and supporting industry days, conferences, workshops, demonstrations, training events, public engagements, and other outreach activities, including event planning, scheduling, logistics coordination, promotional materials, event registration, and post-event communications. 
  • Prepare briefing materials, talking points, speeches, presentation materials, fact sheets, newsletters, and other communications products to support Government leadership during internal and external engagements, as directed by the Government. 
  • Monitor communication metrics, public engagement activities, and outreach initiatives and provide recommendations to improve the effectiveness of Government communication strategies and stakeholder engagement efforts. 
Requirements
  • Demonstrated experience planning, coordinating, and supporting conferences, industry days, workshops, trade shows, or similar outreach events, including event scheduling, logistics, promotion, and coordination.
  • Demonstrated experience developing written communications, multimedia products, digital content, presentations, and communication materials using industry-standard software applications.
  • Clearance: U.S. citizenship required. Personnel shall meet the Tier Three (T3) investigation equivalent (ADP/IT-II) requirement for access to CUI. A completed/current investigation or an investigation in progress is acceptable before commencing work. During onboarding, an individual with an initiated Tier 3 investigation may be granted interim authorization to work, barring unforeseen issues. This also applies to post-award replacement hires. Personnel must obtain a DoW-issued CAC for access to Government spaces and IT systems.
  • Certifications: No specific professional certification identified in the PWS.
  • Education: Bachelor's degree in Public Affairs, Communications, Journalism, Marketing, Public Relations, or a related field, OR a minimum of five (5) years of verifiable experience supporting public affairs, strategic communications, multimedia production, outreach, or related activities.
  • Experience: Demonstrated experience supporting public affairs, strategic communications, multimedia production, outreach, event coordination, written communications, digital content, and presentations. A minimum of five (5) years of verifiable related experience may be used in lieu of the specified degree. 

Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
