Overview
The Organic Repair Capability Assessment (ORCA) Team Lead - Subject Matter Expert (SME) supports Commander, Naval Surface Forces, Pacific Fleet (CNSP) as part of the Readiness Assistance Training Team (RATT) program. ORCA evaluates a ship's organic repair capability and self-sufficiency to help ensure ships can successfully conduct repairs while underway or deployed.
As the ORCA Team Lead, the SME leads shipboard assessments of maintenance and repair capabilities, applying extensive knowledge of Navy surface ship maintenance processes to identify equipment, tooling, personnel, and training shortfalls. The Team Lead supports root cause analysis, configuration reviews, and assessment findings designed to strengthen shipboard repair capability and overall fleet readiness.
Location
San Diego, CA, with travel in support of ORCA assessments throughout CONUS and OCONUS locations
Required Qualifications
- Minimum 15 years of supervisory experience in analyses, information system operations, and implementation of related technical projects
- Navy maintenance and/or training staff experience, such as at an Immediate Superior in Command (ISIC), Type Commander (TYCOM), or Afloat Training Group (ATG)
- In-depth knowledge of U.S. Navy ship depot-level maintenance processes
- In-depth knowledge of the theory and operation of surface ship maintenance processes
- Either:
- An undergraduate or associate degree; or
- 7 years of demonstrated experience in a management role
Desired
- 25 or more years of experience in the supervisory analysis, information systems operations, and related technical project areas described above
Security Clearance
- Must possess and maintain a SECRET clearance
