Position Summary:
Inadev is seeking a highly experienced Senior O&M Transition Engineer to lead the technical transition and operational readiness activities for the SEC Legacy EDGAR Operations & Maintenance program. The Senior O&M Transition Engineer will be responsible for ensuring a seamless transition of systems, infrastructure, applications, operational processes, tools, knowledge, and support services from the incumbent environment to the incoming support team while maintaining uninterrupted mission operations.
The individual will serve as the primary technical lead for transition activities and work closely with SEC stakeholders, system administrators, database administrators, developers, DevSecOps engineers, help desk personnel, cybersecurity teams, and program leadership to ensure operational continuity and readiness.
Key Responsibilities:
Technical Transition Leadership
- Lead all technical aspects of transition planning, execution, and operational readiness activities.
- Develop and maintain the Technical Transition Plan, Integrated Master Schedule, and technical readiness checkpoints.
- Coordinate transition activities across infrastructure, applications, databases, networks, cloud services, and operational support teams.
- Validate successful transfer of technical responsibilities from incumbent personnel.
Systems & Environment Assessment
- Analyze current-state production, development, test, staging, and disaster recovery environments.
- Assess system architecture, application dependencies, interfaces, integrations, and operational processes.
- Review infrastructure configurations, monitoring capabilities, automation tools, and deployment processes.
- Identify technical gaps, risks, and operational vulnerabilities.
Knowledge Transfer
- Lead technical discovery sessions and knowledge transfer activities with incumbent staff.
- Capture institutional knowledge, operational procedures, troubleshooting techniques, and support workflows.
- Review and validate architecture diagrams, operational documentation, runbooks, SOPs, and support guides.
- Ensure comprehensive transfer of application and infrastructure knowledge.
Operations Readiness
- Validate monitoring, alerting, logging, reporting, and ticket management processes.
- Assess incident response, escalation procedures, problem management, and service management workflows.
- Verify operational support coverage models, on-call procedures, and communication processes.
- Conduct operational readiness reviews and transition exercises.
Infrastructure & Application Support
- Coordinate transition of servers, databases, storage, middleware, and application environments.
- Support environment stabilization and production support activities during transition.
- Analyze recurring operational issues and identify remediation opportunities.
- Oversee validation of system performance, availability, and reliability requirements.
Security & Compliance
- Coordinate with Information System Security Officers (ISSOs), cybersecurity teams, and SEC security personnel.
- Ensure continuity of security monitoring and compliance activities.
- Validate user account provisioning, privileged access management, and operational security controls.
- Support FISMA, NIST, SEC, and federal compliance requirements.
Risk Management
- Identify technical risks, operational dependencies, and transition constraints.
- Develop mitigation and contingency plans.
- Maintain risk, issue, and action item logs.
- Escalate critical transition concerns and coordinate resolution activities.
Reporting & Stakeholder Coordination
- Present technical readiness assessments and transition status reports.
- Participate in executive briefings and governance reviews.
- Track progress against transition milestones and deliverables.
- Coordinate with SEC technical representatives and program leadership to ensure alignment.

Non-Technical Requirements:
- Must be a U.S. Citizen.
- Must be willing to work a HYRBID Schedule (2-3 Days) in Reston, VA & client locations in the Washington D.C. area as required.

Required Qualifications:
- Bachelor's degree in Computer Science, Information Technology, Engineering, or related field.
- Minimum 10 years of experience supporting enterprise IT operations, maintenance, and production systems.
- Minimum 5 years of experience leading O&M transition, operational readiness, or infrastructure migration efforts.
- Experience supporting mission-critical federal systems and applications.
- Strong knowledge of IT operations, infrastructure support, application maintenance, and service management.
- Experience managing technical teams and coordinating cross-functional operational activities.
- Strong troubleshooting, analytical, and problem-solving skills.
Preferred Qualifications:
- Experience supporting SEC, financial regulatory, or capital markets systems.
- Knowledge of Legacy EDGAR, EDGAR Next, or SEC operational environments.
- Experience with AWS, Azure, or hybrid-cloud operational environments.
- Familiarity with ServiceNow, Jira, Splunk, Dynatrace, AppDynamics, SolarWinds, or similar tools.
- Experience supporting 24x7 production operations and high-availability environments.
- ITIL Foundation or ITIL Managing Professional certification.
- Security+, CISSP, AWS, Azure, or related technical certifications.
- Experience supporting FISMA and NIST-based federal cybersecurity programs.
