Position Summary:
Inadev is seeking an experienced Transition Manager to lead the transition-in and transition-out activities for the SEC Legacy EDGAR program. The Transition Manager will be responsible for planning, coordinating, and executing all transition activities necessary to ensure uninterrupted operations, effective knowledge transfer, staffing readiness, operational continuity, and risk mitigation throughout the contract lifecycle.
This role serves as the primary point of contact for transition planning and execution, working closely with SEC stakeholders, incumbent contractors, program leadership, technical teams, and operations personnel to ensure a seamless and low-risk transition.
Key Responsibilities:
Transition Planning & Execution
- Develop, maintain, and execute the Transition Management Plan.
- Lead all transition-in and transition-out activities in accordance with contract requirements.
- Establish transition schedules, milestones, deliverables, dependencies, and success criteria.
- Coordinate onboarding of personnel, facilities, tools, processes, and documentation.
- Ensure operational readiness prior to assumption of services.
Knowledge Transfer
- Plan and manage knowledge transfer activities with incumbent personnel and SEC stakeholders.
- Coordinate documentation reviews, system walkthroughs, operational shadowing, and reverse-shadowing activities.
- Ensure operational procedures, runbooks, SOPs, system documentation, and support processes are fully captured and validated.
- Track completion of knowledge transfer activities and readiness metrics.
Stakeholder Coordination
- Serve as the primary liaison for transition-related communications.
- Facilitate transition meetings, readiness reviews, status briefings, and risk assessments.
- Collaborate with SEC technical, business, security, and operational stakeholders.
- Coordinate activities across development, infrastructure, cybersecurity, and support teams.
Staffing & Workforce Readiness
- Coordinate staffing plans and personnel onboarding activities.
- Ensure staff obtain necessary system access, training, security clearances, and required certifications.
- Track workforce readiness and identify staffing risks.
- Coordinate resource allocation to support successful transition milestones.
Risk & Issue Management
- Identify transition risks, dependencies, and constraints.
- Develop mitigation and contingency plans.
- Maintain transition risk and issue logs.
- Escalate critical issues and coordinate timely resolution.
Operational Readiness
- Validate support processes, monitoring capabilities, escalation procedures, and reporting mechanisms.
- Coordinate readiness assessments and operationalcheckpoints.
- Ensure continuity of operations and minimal disruption to SEC mission activities.
- Support service validation and acceptance activities.
Reporting & Governance
- Prepare transition status reports, dashboards, and executive briefings.
- Track transition metrics and performance indicators.
- Provide regular updates to program leadership and SEC stakeholders.
- Ensure all contractual transition deliverables are completed on schedule.

Non-Technical Requirements:
- Must be a U.S. Citizen.
- Must be willing to work a HYBRID Schedule (3-4 Days) in Reston, VA & client locations in the Washington D.C. area as required.
- Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance

Required Qualifications:
- Bachelor's degree in Business, Information Technology, Project Management, or related discipline.
- Minimum 8 years of experience managing complex IT program transitions, implementations, or operational transformations.
- Experience supporting Federal Government technology programs.
- Demonstrated experience transitioning large-scale operations, maintenance, or modernization programs.
- Experience managing cross-functional teams and multiple stakeholders.
- Strong understanding of transition planning, knowledge management, operational readiness, and service delivery.
- Excellent communication, facilitation, and organizational skills.
- Experience developing transition schedules, risk registers, and readiness plans.
Preferred Qualifications:
- Experience supporting SEC programs or financial regulatory systems.
- Knowledge of EDGAR or enterprise-scale public-facing federal systems.
- PMP certification.
- ITIL Foundation or higher certification.
- Experience with Agile delivery environments.
- Familiarity with ServiceNow, Jira, Microsoft Project, Azure DevOps, or similar tools.
- Experience supporting transition activities under federal contracts.
