Functional Description:
DDG is seeking leadership to support NAVAIR PMA customers. Our team, based in California, Maryland, will benefit from an experienced and energetic leader who has the technical aptitude to manage complex and fast-moving Cost Plus Fixed Fee service contracts. These professional services encompass the full spectrum of Program Office support, to include Acquisition, Finance, Business Analysis, IT and Cybersecurity, and a variety of SME support. Highly effective communication skills, a strategic mindset, and a customer-first philosophy are key traits of a successful NAVAIR Program Manager.
Duties and Responsibilities:
- Act as the overall lead, manager, and administrator for the contracted effort of ACAT I and II programs or manages across multiple teams.
- Work closely with project sponsors, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
- Manage program and project deliverables for optimal return-on-investment, and coordinate and delegate cross-project initiatives.
- Identify key requirements needed from cross-functional teams and external vendors.
- Develop and manage project timelines and be accountable for delivering against established business goals/objectives.
- Work with our management teams to identify risks and opportunities across multiple projects within the department.
- Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.
- Act as the overall lead, manager, and administrator for the contracted effort.
- Serve as the primary interface and point of contact with government program authorities on technical and program/project issues.
- Oversee contractor execution of the contract requirements.
- Manage acquisition and employment of program/project resources.
Required Experience:
- Senior - over 10 years of combined experience performing duties described in the functional description with at least 5 of those years overseeing contractor execution of the contract requirements and managing acquisition and employment of program/project resources.
- Outstanding working knowledge of change management principles and performance evaluation processes.
- Strong program management skills and abilities; including experience in costing, scheduling, staffing, risk management, project/program management techniques and methods.
- Excellent communication skills and problem-solving ability.
- Strong customer relationship skills and expectation management.
- Strong attention to detail, organizational, multitasking, leadership, and problem-solving skills.
- Demonstrated business acumen and ability to anticipate needs and drive success.
Experience should include project management or program management to include:
- implementing policy.
- coordinating complex NAVY procedures.
- developing project budgets.
Desired Experience:
At least 5 years of experience managing a large (>15) cross-functional team and overseeing contractor or program execution
supporting NAVAIR.
Education Requirements:
MS/MA degree from an accredited college in a business-related field.
