Heartline Staffing is recruiting a Senior Workforce Strategy Consultant for a hybrid opportunity in Washington, DC. This senior consulting role combines workforce strategy, HR analytics and human capital consulting with advanced statistical analysis, machine learning and responsible AI-enabled analytics.

The consultant will lead client engagements that translate complex workforce challenges into actionable analytics-driven solutions, while also contributing to business development, client acquisition, proposals, Statements of Work and commercial negotiations.

COMPENSATION
• $91,000-$225,000
• Compensation is open and will be determined based on experience, skills and overall fit

WORK MODEL

WORKFORCE STRATEGY & ANALYTICS
• Translate business problems into analytics-driven workforce solutions using qualitative research, advanced statistics and AI-enabled methods
• Apply machine learning and large language models to uncover workforce dynamics and strategic opportunities
• Design, build and operationalize analytic models and data products
• Develop forecasting models, skills taxonomies, retention-risk scoring and internal-mobility recommendations
• Work with structured data, unstructured text and third-party labor-market signals
• Conduct pay equity, strategic workforce planning and external labor-market analyses
• Quantify business impact and ROI for recommended workforce interventions

CLIENT LEADERSHIP
• Lead client engagements as the analytics and AI subject-matter lead
• Define analytic approaches and present findings
• Translate technical insights into prioritized workforce investments
• Co-create implementation roadmaps with client stakeholders
• Translate technical outputs into practical business actions
• Deliver clear, compelling data stories for HR and business leaders

AI, MODELING & DATA PRODUCTS
• Apply regression, causal inference, time series, clustering and predictive modeling
• Use modern data tooling and programming languages including Python, R and SQL
• Develop visualizations and interactive dashboards using tools such as Tableau
• Apply AI-enabled approaches responsibly within workforce analytics
• Implement model validation, bias detection and mitigation, explainability and privacy-preserving practices
• Support accurate, explainable and reproducible analytics products with operational controls

BUSINESS DEVELOPMENT & CLIENT GROWTH
• Identify and develop new client opportunities
• Generate and qualify leads
• Manage the sales process from prospecting through closing
• Develop proposals and Statements of Work
• Negotiate commercial terms
• Build and maintain strong client relationships
• Acquire and close new business

THOUGHT LEADERSHIP & INTELLECTUAL CAPITAL
• Create reusable AI-enabled frameworks and client accelerators
• Contribute to proposals and thought leadership
• Support emerging practices in AI-driven workforce strategy

Requirements

• 8+ years of relevant consulting experience in workforce strategy, HR analytics, labor economics, organizational psychology or a closely related field REQUIRED
• Master's or PhD in economics, I-O psychology, statistics, data science, computer science, labor relations or another quantitative discipline REQUIRED
• Business development, lead generation and qualification, sales-process management, client-relationship management, proposal and Statement of Work development, contract negotiation and new-business acquisition/closing experience REQUIRED
• Demonstrated experience in pay equity analysis, strategic workforce planning, external labor-market analysis or comparable workforce consulting engagements REQUIRED
• Strong statistical and machine-learning skills including regression, causal inference, time series, clustering and predictive modeling REQUIRED
• Proficiency with modern data tooling and languages including Python, R and SQL REQUIRED
• Experience with visualization tools such as Tableau REQUIRED
• Hands-on experience extracting value from large and varied datasets and translating technical outputs into business actions REQUIRED
• Excellent storytelling, client-facing communication and project-leadership skills REQUIRED
