Wilcore is seeking a Principal Product Manager to set product direction across a portfolio of digital products supporting Department of Veterans Affairs initiatives. The Principal Product Manager is the senior product voice on the program—owning strategy across multiple products and teams, serving as a trusted advisor to government stakeholders, and raising the standard of product practice for the Product Managers around them.

This is the most senior individual contributor role on the product team. The ideal candidate has repeatedly taken ambiguous, high-stakes problems and turned them into clear product strategy and delivered outcomes. They influence through judgment, evidence, and relationships rather than authority, and they take genuine satisfaction in developing the product managers they work alongside.

What You'll Do

• Set and own product vision, strategy, and multi-year roadmap across multiple products or teams, making portfolio-level tradeoff decisions that align mission objectives, user needs, technical realities, and contractual priorities.
• Serve as the senior product voice to VA government stakeholders and program leadership, shaping modernization strategy, task order direction, and the outcomes the program commits to.
• Establish prioritization frameworks, definition-of-done standards, and decision criteria that delivery teams apply to their own backlogs; arbitrate cross-team tradeoffs when priorities conflict.
• Define and instrument the outcome measures that determine whether the product is working—adoption, task success, cycle time, and mission impact—using monitoring and analytics platforms such as Datadog, and redirect investment based on that evidence.
• Oversee the coordination and communication of product releases and support change management activities across teams and stakeholder groups.
• Balance ongoing competing priorities across the portfolio while ensuring delivery of high-quality, user-centered solutions.
• Set product management standards and ways of working for the program, and mentor and coach Product Managers and Associate Product Managers through direct feedback, pairing, and review of their work.
• Partner with engineering, UX/UI, and program leadership on architecture, dependency, and sequencing decisions with multi-quarter consequences.
• Identify the highest-risk product and delivery issues early, drive them to resolution, and escalate with a clear recommended course of action rather than an open question.
• Support capture, proposal, and task order pursuits by shaping the product approach, solutioning, and win themes.
• Thrive in a fast-paced environment and adapt to evolving priorities, bringing stability and clear direction to the team when conditions change.
• Champion Agile and human-centered design practices to improve digital experiences for Veterans and VA employees.
• Perform other duties as assigned in support of program objectives.

What You'll Bring

• 10+ years of product management experience supporting software development initiatives, including 3+ years operating at a portfolio, program, or multi-team scope.
• A demonstrated track record of setting product strategy that produced measurable outcomes, not just shipped features.
• Proven ability to influence without authority across engineering, design, program leadership, and client stakeholders.
• Experience mentoring and developing product managers, and establishing product practices that outlasted your direct involvement.
• Executive-level communication skills, including the ability to brief senior government stakeholders on strategy, risk, and tradeoffs with clarity and credibility.
• Deep Agile expertise, with the judgment to tailor practices to contract constraints rather than applying a framework by default.
• Strong analytical rigor: defines the metrics that matter, interprets them honestly, and changes course when the data says to.
• Experience working with GitHub and its product development suite, including GitHub Projects and GitHub Copilot; Datadog for monitoring and analytics; and design and collaboration tools such as Figma and Mural (programs may use one or both). Familiarity with Jira, Azure DevOps, or similar Agile project management tools is a plus.
• A customer-focused mindset with a passion for delivering exceptional user experiences.
• Ability to manage multiple priorities in a dynamic consulting environment.

Preferred Qualifications

• Significant experience supporting Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal civilian agencies at program scale.
• Deep experience with Human-Centered Design (HCD) and user research methodologies, including leading research-informed product decisions.
• Experience leading digital transformation, healthcare technology, or enterprise modernization initiatives.
• Experience in cloud-based or DevSecOps software development environments, including familiarity with federal security and authorization processes.
• Experience supporting capture, proposals, or task order pursuits in a federal contracting environment.
• Experience delivering in environments where AI-assisted development tools are colocated with code-level workflows (for example, GitHub Copilot within GitHub).
• Certified Scrum Product Owner (CSPO), SAFe Product Owner/Product Manager (POPM), or similar Agile certification is preferred.

Requirements

• Bachelor's degree in Business, Information Systems, Computer Science, Human-Centered Design, or a related field (or equivalent experience); advanced degree a plus.
