We are seeking experienced Construction Oversight Engineers to support NAVFAC Northwest construction activities associated with major military infrastructure and facility projects. Projects may include industrial facilities, waterfront infrastructure, utility systems, office/shop buildings, wharves, and other complex construction projects ranging from approximately $5 million to $2 billion.
The COE will support Government construction management personnel by reviewing contractor performance, schedules, RFIs, submittals, quality-control documentation, safety requirements, cost proposals, and construction progress.
- Monitor construction activities for compliance with contract plans and specifications.
- Review RFIs, submittals, contractor correspondence, and technical documentation.
- Evaluate contractor quality-control programs and construction workmanship.
- Review construction schedules, baseline schedules, look-ahead schedules, schedule updates, and potential delays.
- Identify schedule variances and recommend corrective actions.
- Review contractor safety plans and Activity Hazard Analyses.
- Monitor environmental compliance, SWPPP requirements, BMPs, and applicable environmental permits.
- Maintain construction documentation, project files, daily reports, and photo logs.
- Review contractor payment requests and field pay estimates.
- Review and verify as-built documentation.
- Support construction change orders, independent estimates, cost proposal reviews, claims, and delay analyses.
- Participate in construction progress, QA/QC, safety, environmental, scheduling, and coordination meetings.
- Perform constructability reviews of plans and specifications.
- Assist with project closeout, warranty documentation, DD Form 1354 documentation, and final acceptance activities.
- Provide written project status updates, recommendations, reports, and briefings.
- Bachelor's degree or higher from an accredited Architecture or Engineering program.
- 10+ years of Construction Management experience performing comparable construction oversight duties.
- Minimum 1 year of specialized experience supporting NAVFAC or U.S. Army Corps of Engineers Capital Improvements projects.
- Experience reviewing RFIs, submittals, construction schedules, and contractor quality-control activities.
- Knowledge of Federal construction requirements, UFGS specifications, and construction practices.
- Experience with construction scheduling and applications such as Primavera P6.
- Ability to evaluate construction costs and proposed contract changes.
- Strong Microsoft Office skills.
- Strong written and verbal English communication skills.
- Ability to obtain required Government access/security eligibility.
- U.S. citizenship unless otherwise specifically approved by the Government.
- Valid driver's license.
- Ability to perform construction-site inspections and associated physical activities.
CQM: Current Construction Quality Management for Contractors certification preferred at onboarding; if not current, certification must be obtained within 90 days of assignment.
