About This Role:
The Human Resources (HR) Program Manager provides operational leadership for designated functions of Accra’s Human Resources Program that support caregivers. This role ensures efficient, compliant, and high-quality service delivery while leading teams, optimizing processes, and driving continuous improvement. Working closely with organizational leadership, the HR Program Manager implements initiatives that enhance the caregiver experience, strengthen operational effectiveness, and support Accra’s mission and business objectives.
What You Will Do:
Role Specific Essential Functions:
- Manage all major Human Resource Program operation functions (including): employee relations, caregiver operations, and wage and hour compliance.
- Ensure caregiver and client experience are at the forefront of Human Resource Operations.
- Lead the Human Resources Program team, supervise Human Resources Program Supervisors
- Work with Human Resources Leadership to strategically plan for annual program requirements, including communicating and executing through the Human Resources teams
- Research, develop, and write HR Program processes and policies, communicating and enforcing organizational values
- Develop and maintain critical relationships within Accra and externally that help to promote Accra’s mission, vision, and Strategic Plan
- Work as a partner with the administration team and other program directors and managers
- Expand professional and technical knowledge both in the industry and profession by attending workshops, reviewing professional publications, and personal networking
Accra Essential Functions as a Manager:
- Supervises a high-performing team by conducting regular one-on-one check-ins, facilitating performance reviews, and addressing disciplinary matters to ensure organizational effectiveness.
- Makes informed hiring recommendations based on interview results, reference checks, and role requirements, ensuring compliance with company policies and employment regulations.
- Delivers hands-on training to ensure new staff gain the skills, knowledge, and confidence needed to perform their roles effectively.
- Acts as the primary link between frontline employees and higher-level leadership, translating strategic objectives into practical, achievable tasks.
- Addresses operational challenges and implements process improvements.
- Track and report on key operational metrics and departmental goals.
- Demonstrates ability to work effectively with other managers to ensure an effective holistic approach to service delivery.
- Understands and communicate effectively with internal and/or external stakeholders using a variety of contexts and formats, which include writing, speaking, reading, listening, and interpersonal skills.
- Meets commitments, works independently, accepts accountability, handles change, sets personal standards, stays focused under pressure, meets attendance/punctuality requirements.
- Meets metrics and key performance indicators (KPIs) as applicable to department benchmarks.

- Bachelor's degree required; Human Resources credentials preferred (HRIC PHR or SPHR/SHRM).
- 3-5 years of experience in human resources or related role.
- 3-5 years of leadership experience, with focus on coaching, accountability, culture and driving results.
- 2-3 years of experience in a human service or health care related field preferred.
- Demonstrated success supervising employees with an understanding of Program Management
- Demonstrated knowledge of services needed by people with disabilities and older adults
- Knowledge of applicable human resource federal and state requirements
- Effective verbal and written skills, and the demonstrated ability to communicate challenging concepts both in-person, over the phone, and in electronic communication
- Intermediate computer proficiency, including the use of internal office and organizational software (such as Microsoft Office), and the ability to quickly learn and gain proficiency with Accra specific systems.
- Strong creativity, critical thinking, and effective problem solving skills.
- Ability to organize and prioritize work effectively while maintaining a high level of professionalism, confidentiality, and discretion.
