Position Overview: This position supports the Florida Army National Guard J9 Employment Support Program (ESP) as a FLESP Lead Coach (Working Lead). The Guard treats this program as a readiness asset: it connects Florida National Guard members, spouses, and veterans to jobs, education, and apprenticeships across the state, with a locally hired, full-time coach in each of six regions. In this role, you will run the program day to day for KSA while carrying the North Central caseload, lead and train the five regional Employment Coaches, own the program data and all recurring contract reports, and serve as the primary point of contact for the Government COR. This position reports to the KSA Program Manager.

Job Type: Full-time


Location: Tallahassee, FL - Tallahassee area. Unit visits,  Government facilities, community events, and telework as approved. Regional travel by personal vehicle, mileage reimbursed. Occasional statewide travel.


Anticipated Start Date: Late September 2026 


Position Responsibilities:

• Perform all Employment Coach duties for the North Central region.

• Conduct bi-weekly team conference calls with continuing training to keep service quality high across all six regions.

• Deliver the Monthly Progress Report to the COR by the 10th of each month, covering members and spouses served, contacts against the bi-weekly standard, placements and referrals by type, events and leads, employer POCs added, and regional labor market observations.

• Produce and maintain the Quality Control Plan, the ESP Social Media Model Plan (due 15 days after award), the ESP Marketing Plan Template, Decision Recommendation Information, and quarterly products on the schedules in the PWS.

• Own Salesforce data quality and the ESP Employer POC list; review each coach’s entries for completeness and currency and audit a sample of member contacts every month.

• Enter contractor labor hours for Service Contract Reporting in SAM.gov on the required schedule.

• Participate in Family Programs and individual calls with the Government; be prepared to provide event schedule updates at any time.

• Gather and maintain statewide employment data; analyze team performance and develop and implement improvement plans.

• Update program literature and briefing materials.

• Ensure every deliverable and every Performance Requirements Summary standard in the QASP is met; correct deficiencies within the PRS window and root-cause them in the next MPR.

• Report severe or urgent issues to the COR, Contracting Officer, and KSA Program Manager within one business day.

• Submit Travel Authorization Requests for Government-directed travel for COR and Contracting Officer approval before any commitment.

• Join the monthly Government teleconference and ESP meetings and working groups as directed.

• Coordinate with ESGR, CareerSource Florida, and American Job Centers as program partners.

Requirements

 Required Qualifications

· Bachelor's degree. Human Resources, Psychology, Business Management, Business Administration, or Social Science preferred.

· Prior case management experience, or experience with employment services programs, personnel management, or human resources.

· Excellent verbal and written communication skills.

· Knowledge of Reserve Component operations, regulations, policies, and deployment cycles.

· Ability to work independently in a distributed team and to manage a caseload against a bi-weekly contact standard.

· Valid driver's license, reliable personal vehicle, and ability to travel within the region.

· Ability to pass a background screening and complete Government-required training and access paperwork before the first member contact.

· Demonstrated experience supervising or leading a distributed team.

· Demonstrated experience producing recurring reports for a Government customer on a fixed schedule.

· Strong data discipline. Comfortable owning a database and holding a team to a data standard.

· Ability to brief senior Guard leadership and the COR clearly and briefly.


Preferred Qualifications

· Prior lead or program coordinator role on a National Guard, Reserve Component, or veteran employment program.

· Salesforce administration or report-building experience.

· Experience writing quality control, marketing, or social media plans for a Government program.

· Senior NCO or officer background in the Florida National Guard.
