Job Summary
B&A is looking for an Application Workflow SME in support of the Defense Health Agency (DHA) Care and Benefits Integrated Systems (CBIS) Program Management Office on an important mission. In this role, you will have the opportunity to work with a great team while supporting the sustainment and modernization of DHA’s Enterprise Information Management (EIM) platform, an OpenText-based enterprise content and business process management platform, hosted in AWS GovCloud, that supports Military Health System application workflows including HAIMS, SPORTS, SNPMIS, Paper Records Tracking, FILER, and DMACS for service members, veterans, and their families. You will be the team’s expert on enterprise content management and business process management products, especially OpenText AppWorks and Content Server, advising the Government on how to get the most out of the platform today and in future versions. This is a full-time key personnel position based in the National Capital Region, with the ability to reach the Government site in Falls Church, VA within two hours, contingent upon contract award.
Responsibilities
- Provide expertise in enterprise content management (ECM) and business process management (BPM) products, especially OpenText AppWorks and Content Server.
- Give the Government and technical teams analysis and recommendations on how best to use the EIM/BPM COTS products to meet application workflow requirements.
- Advise the Government on how best to use COTS products based on current and future versions, and recommend an optimal upgrade cadence for each product.
- Assess the impact of new workflow requirements on the production platform, and support level-of-effort estimates for small, medium, and large workflow implementations.
- Work with the functional community to improve user workflows and the user interface, including wireframes, data models, and proof-of-concept builds.
- Support records management capabilities that meet NARA and DoDI 5015.02 requirements, including the HAIMS, DMACS Archive, and FILER migrations.
- Coordinate with OpenText Professional Services on activities that need manufacturer expertise.
- Support training materials, user guides, and system administrator guides when workflow functionality changes.
Education and Experience
- Bachelor of Science (BS) in Computer Science; master’s degree desirable.
- Minimum of ten (10) years of technical experience related to Health IT and secure automated enterprise content management systems implementation.
- Minimum of five (5) years of experience in Content Management Systems and Business Process Management.
Required Certifications
- CompTIA Security+
Required Skills
- Deep knowledge of OpenText AppWorks and Content Server.
- Ability to translate business workflow requirements into ECM/BPM solutions.
- Strong written and oral communication skills, including advising Government stakeholders.
Desired Skills
- Master’s degree.
- OpenText certification (Content Server or AppWorks).
- Experience implementing large-scale ECM products (OpenText Content Suite and/or AppWorks preferred).
- Experience with NARA / DoDI 5015.02 records management.
- Experience with the Defense Health Agency or Military Health System.
Security Clearance
- No security clearance required. This is a Public Trust position.
- Must be able to obtain and maintain a favorably adjudicated background investigation for an ADP/IT-I or ADP/IT-II position designation (Tier 5 or Tier 3), and a DoD Common Access Card (CAC).
- Must complete DoD/DHA-required HIPAA and Privacy Act training and sign a DHA Non-Disclosure Agreement before starting work.
- Must hold a current CompTIA Security+ certification in compliance with DoD 8570.01-M / DoDD 8140.01 cybersecurity workforce requirements at contract start.
