Position Summary:
This role involves hiring, coaching, evaluating, and developing a team of design engineers, including managing performance reviews and continuing education programs. Key responsibilities include improving departmental systems, ensuring all procedures comply with state and HUD requirements, driving continuous process improvement, and driving revenue growth by attracting new clients and retaining existing clients. This leader also prepares client estimates, addresses inquiries under strict deadlines, and is responsible for establishing excellent relations with clients, state agencies, and third-party reviewers.
Essential Functions:
- Provide accurate, high-quality engineering work product to clients, including engineering design review, plan review, technical analysis, and related billable services.
- Complete revenue-producing engineering assignments in a timely, accurate, and client-focused manner to support budget expectations and service commitments.
- Prepare and submit estimates, quotes, scopes of work, and related client deliverables for Engineering Services.
- Address technical inquiries from NTA auditors, subcontractors, account managers, client personnel, states, and other third-party plan review agencies on engineering and structural issues.
- Develop internal resources and pursue new clients to support sustainable revenue growth in line with budget expectations.
- Establish and maintain excellent relationships with clients, states, and third-party plan review agencies to support strong service delivery, repeat business, and industry credibility.
- Ensure engineering deliverables and applicable NTA procedures comply with state, HUD, and other applicable requirements in the execution of design and review jobs/projects.
- Hire, coach, evaluate, and develop direct reports, including supporting performance management, professional development, continuing education, and succession planning within the Engineering team.
Secondary Functions:
- Complete a performance review for each direct report at least once each calendar year.
- Meet with and individually coach each direct report at least two times per month to provide guidance, feedback, and support.
- Review time entries, workload distribution, and related administrative items to support appropriate billing practices and department oversight.
- Support department procedures, departmental systems, and continuous process improvement initiatives that improve efficiency, consistency, and quality of Engineering Services.
- Report continuing education, staffing, and process improvement updates to the manager once each calendar quarter.
- Participate as a member of industry code committees and trade organizations, as business needs and workload allow.
- Perform other duties, responsibilities, and special assignments as assigned.
Required Qualifications:
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related engineering discipline.
- Minimum of three years of experience in the factory-built construction, modular construction, manufactured housing, building code, plan review, or related engineering field.
- Demonstrated ability to interpret and apply applicable building codes, standards, regulations, and technical requirements.
- Experience reviewing and preparing engineering documents, design plans, calculations, drawings, and technical submittals for accuracy, compliance, and completeness.
- Strong written and verbal communication skills, including the ability to communicate technical information clearly to clients, employees, auditors, agencies, and other stakeholders.
- Ability to manage multiple priorities, meet deadlines, and support a high level of client responsiveness.
Preferred Qualifications:
- Prior experience supervising, coaching, or developing engineering or technical staff.
- Experience working with state agencies, HUD requirements, third-party plan review agencies, or similar regulatory bodies.
- Experience preparing client estimates, proposals, quotes, or scopes of work for engineering services.
- Professional Engineer licensure or eligibility for licensure is preferred, if applicable to the role and business need.

- Occasional standing, walking, and reaching to access files or office supplies
- Manual dexterity for typing, filing, and handling office equipment
- Ability to lift and carry up to 20 pounds occasionally (e.g., office supplies, documents)

- Auditory ability to communicate effectively in person and over the phone
- May need to climb stairs in multi-level office building
